PLEASE NOTE: Based on the current hiring restrictions, selectees may be subject to additional approvals prior to an offer being extended. This position is located at Bureau of the Fiscal Service, Acct and Shared Services-Shared Services/Division of Procurement Services. As a Contract Specialist, you will negotiate with offerors, request revised proposals, evaluate revised proposals, and prepare documentation in support of award recommendation.

Duties

As a/an Contract Specialist, you will: Receive procurement request and determine type of requirement; conduct research to determine the nature and adequacy of Government specifications, market conditions, ability of industry to modify existing goods or services, and delivery requirements; and based on this information, select the proper procurement method. Make determinations and recommendations regarding progress payments based on CORs evaluation reports. Evaluate bids, offers, or quotes to determine responsiveness and compliance with regulations, adequacy in meeting the Government's needs, vendor/contractor responsibility and capacity, timeliness of delivery, and reasonableness of cost or price to the Federal Government; prepare contracts for award; recommend competitive range and pre-negotiation objectives, if appropriate. After approval by the Contracting Officer, negotiate with offerors, request revised proposals, and evaluate revised proposals. Interact with manufacturers, representatives and distributors, or other suppliers to negotiate contractual agreements, and provide guidance to contractors and suppliers on procurement regulations and procedures.

Requirements

Qualifications

You must meet the following requirements by the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé. For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized Experience for this position includes: - Experience using procurement regulations; AND - Experience in simplified acquisitions (equal to or less than $250,000), large contracts (more than $250,000) and contract administration (contract modifications and/or changes). OR You may substitute education for general or specialized experience as follows: 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree. OR You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

Education

Basic Requirement for Contracting Series (1102) at the GS-12 and below:

A. A 4-year course of study leading to a bachelor's degree with a major in any field. OR

B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR

C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12.
