The primary purpose of this position is to provide for implementation of conservation law enforcement program activities related to the enforcement and investigation of natural and cultural resources and outdoor recreation program regulations, laws, and policies on the Joint Base Elmendorf-Richardson, Alaska.

Duties

Provides enforcement and protection of natural and cultural resources for Joint Base Elmendorf-Richardson. Ensures compliance in outdoor recreation programs on Joint Base Elmendorf-Richardson, meeting customers' needs and ensuring that JBER personnel, residents and recreators are compliant with regulatory requirements. Assists in developing human/wildlife conflict monitoring and avoidance program, participates in special initiatives, studies, and projects. Conducts conservation law enforcement investigations and coordinates conservation law enforcement investigative activities for assigned CLEOs and Military Conservation Agent personnel.

Qualifications

GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of complex investigative policies, principles, concepts, and practices; criminal and case law precedents; pertinent statutes and regulations such as but not limited to the Code of Federal Regulations (CFRs), Section 10 of the Rivers and Harbors Act of 1899, Section 404 of the Clean Water Act, Migratory Bird Treaty Act, National Historic Preservation Act and Native American Graves Protection and Repatriation Act; administrative and legal procedures; and requirements of various legal jurisdictions, such as State Fish and Game Regulations. Comprehensive knowledge of, and skill in applying, a wide range of complex investigation, enforcement, and/or compliance principles, concepts, and practices; criminal and case law precedents; administrative and legal procedures; requirements of various legal jurisdictions; a broad range of advanced investigative techniques; and practices common to regulated entities and parties sufficient to perform duties, including but not limited to coordinating investigative activities with other Federal, State, and local law enforcement officials; conducting sophisticated surveillance; ensuring criminal cases are supported by evidence; developing supportable cases for presentation and/or prosecution; and conducting investigations where significant difficulties are encountered. Knowledge and experience is required to select, adapt, and apply investigation and negotiation techniques; interpret complex laws and regulations, develop new approaches, methods, or procedures in data gathering and analysis techniques, recognize and resolve discrepancies and/or inconsistencies among findings, obtain and/or reconstruct missing or withheld documents and information, overcome obstacles to gather and interpret evidence, collect and confirm information from a variety of sources and methods, and prescribe corrective action in difficult and complex work assignments. Knowledge of the principles and concepts; pertinent laws, statutes, and guidelines; precedents decisions and rulings of applicable varied cases investigated; investigative methods and techniques; requirements of various legal jurisdictions; and knowledge of criminal methods of operation. Knowledge of evidence, criminal evidence procedures, and court procedures concerning admissibility of evidence, constitutional rights, search and seizure, apprehension, and related investigative and law enforcement matters. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-11 Knowledge of and skill in applying a wide range of complex inspection, investigation, enforcement, and/or compliance principles, concepts, and practices, criminal and case law precedents related to natural and cultural resources regulations/law enforcement. Knowledge of broad range of natural resources law enforcement situations with the ability to manage enforcement situations from escalation to dangerous conflicts. Skill in strict meticulous accountability for data and/or items, and ability to withstand legal scrutiny. Skill in conducting investigations, interviewing fact finding and data analysis; approaching individuals who may be fearful, skeptical or uncooperative during investigation questioning; establishing rapport with different personality types in order to glean appropriate information pertaining to complaints and allegations, and resolve complex problems. Able to deal effectively with others to gain their confidence and cooperation. Skill in organizational management and interpersonal relationships required to manage and train volunteers and coordinate program requirements with resources outside Civil Engineering. Ability to analyze encroachment or law enforcement activity trends and develop adaptive management techniques, action plans and follow through to correct program deficiencies. Ability to communicate effectively, both orally and in writing and explain conservation regulations to stakeholders, and members of the public. GS-07/09 Knowledge of basic principles of the inspection, investigation, enforcement, and/or compliance principles, concepts, and practices, criminal and case law precedents related to natural and cultural resources regulations/law enforcement. Skill in communicating factual and procedural information clearly, orally and in writing. Ability to learn basic techniques of the classified title. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Ability to plan and organize work, and consult effectively with co-workers.
