About the Position: This position is located with the U.S. Army Sustainment Command, 407th Army Field Support Brigade, Fort Bliss, TX. This is a Planned Management Action open to Current Civilian Employees of the Organization. Current Civilian Employees of the Organization is defined as current employees of Fort Bliss, TX­­­­­­­­­­­­­­­ with Career or Career Conditional Status within the local commuting area. Consideration will also be given to current Army employees with competitive status.

Duties

Responsible for analyzing organizational procedures, methods, workflow and inspects food operations at dining facilities to ensure efficient operation of the Army Food Service Program (AFSP). Serves as the Food Service Contracting Officer Representative (COR) engaged in administration, inspection, and control of food service contract. Performs cost and price analyses for needed equipment to provide requirements and business cost analysis. Serves as technical expert on quality assurance related matters advising management, staff, and operating officials.

  • Incumbent must be able to obtain and maintain a National Agency Check with Inquires - Tier 1 Security Clearance.
  • Temporary duty travel of 10% may be required.

Current Civilian Employees of the OrganizationCurrent Department of Army Civilian Employees In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience includes inspecting food operations at dining facilities; determining contractor's effectiveness and conformance to contractual requirements for food service; evaluating and coordinating a quality assurance program; and formulating and developing policies and procedures concerning a Food Service Program. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or Accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Contract Management/SupportFood Service OperationsTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
