Duties
Serve as a Substance Abuse Counselor and Recovery Coach.
Provide a multidisciplinary therapeutic approach to include individual and group therapy, family and couples counseling and educational sessions.
Conduct mental health assessments and developing meaningful recovery plans.
Build therapeutic relationships with patients and significant others based on dignity and respect.
Complete the assessment of substance use disorders, treatment/recovery planning and continuing care planning.
Identify and make appropriate referrals to address patient’s psychosocial needs.
Responsible to keep patient record i.e. admission, progress and discharge narratives, individual treatment plans, interdisciplinary patient staffing reports, continuing care plans, discharge letters, court reports, etc.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance (Tier 3)or access for the duration of employment.
- This position requires regular contact with children under the age 18 and a favorable determination of suitability must obtain and maintain a suitable determination to occupy a position having regular contact with children.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position is subject to screening and update of required immunizations.

Basic Requirement for (Recovery Specialist (Substance Abuse)
A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as Behavioral Health, Psychology, Social Work or Social Science.
OR
B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes assessing, counseling and treating patients in a substance abuse program by developing individualized treatment plans, educating and instructing patients and family members in alcohol and substance abuse topics and facilitating patient recovery from addiction by using multiple counseling methods and program resources. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
