You will serve as a Contract Specialist in the Regional Contracting Office of CG, EASTERN RECRUITING REGION.

Duties

You will ensure appropriate funding and required waivers, certifications, approvals, and compliances have been obtained for purchase requests. You will determine contract types, methods of solicitation, options determinations, milestones development, and sources to be solicited. You will evaluate responses to solicitations, including price reasonableness, adequacy of competition, compliance with solicitation, and probability of meeting requirements. You will resolve and disposition contract audit recommendations in a timely manner, while fully protecting the government's interest. You will negotiate prices, terms, and conditions. You will monitor contractors' performance for compliance with the terms and conditions of contracts. You will review procurements to determine compliance with applicable laws, regulations, and policies. You will compile statistics and prepare reports on competition, trend analyses, socio-economic awards, EEO compliance, workload, etc. You will analyze contractor proposals to determine reasonableness, allowability, and malleability of costs.

Requirements

  • Must be determined suitable for federal employment.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Planning and developing the contract strategy for an acquisition program AND performing related administrative and management phases of procurement (e.g. statements of work, source selection plans, cost price analysis, negotiations). Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

AND

B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.)

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.

In lieu of specialized experience, the following education may be substituted:

Completion of a Ph.D. or equivalent doctoral degree in any combination of accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

OR

Completion of three full academic years of progressively higher level graduate education in any combination of accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
