This position is located at the Battle Creek VA Medical Center in Battle Creek, Michigan. The incumbent provides direct support and technical assistance to the Chief and Assistant Chief of Fiscal Service as well as the Supervisory Program Analyst and is key to the successful daily operations of the Fiscal Service. The incumbent will report directly to the Supervisory Program Analyst within Fiscal Service.

Duties

Major duties include, but are not limited to: Analyzing requirements for continued audit readiness and for ensuring that the medical center meets the requirements of all policies and procedures as it pertains to Fiscal service. Working with multiple Fiscal sections such as Pay, Accounting, Budget and Auditing to update programs the incumbent conducts activity and report findings to the Supervisory Program Analyst. Coordinates the selection of employees from an established pool to perform quarterly fiscal audits, initiates the paperwork, and delivery of such to begin the process. The individual is responsible for coordination and follow-up of timelines to ensure the audit is completed in a timely manner for both the required quarterly and yearly audits. Build and modify programs, prepare/adjust data for input as well as manipulate and analyze data. The incumbent has responsibility for developing spreadsheets, understanding and creating data base formulas, as well as analyzing data and preparing reports. Database management; data entry, creating and printing reports, changing forms as necessary, and printing statistical reports. Perform a variety of duties, clerical and administrative in nature. Assists in planning for continued audit readiness, by keeping necessary materials and documentation current. Verification of users' needs for systems access; recommendations authorizing user access to menus; user training on all menus/options; hardware problem resolution/reporting; software problem resolution; security, and supporting the Fiscal technical needs. Reads, interprets, and applies directives and instructional material pertaining to administrative practices and procedures to be aware of new, revised, or amended procedures for such matters as preparation and processing of correspondence, filing, mail procedures, security procedures Prepares top level correspondence, reports, formal studies, and analyses in final format. Maintains a calendar of meetings, scheduled leave, and appointments for the supervisor. Serves as an alternate timekeeping resource, aiding in the daily recording of time and attendance for Fiscal staff. Administers the tracking and trending of mandatory annual Timekeeper/Supervisor Review training and reports to appropriate services and care lines any interdisciplinary staff non- compliance with training as required by the regulatory standards Work Schedule: Monday-Friday, 8:00am-4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework 1-2 days per pay period. Virtual: This is not a virtual position. You will report on station at BCVAMC. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/07/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: operating characteristics and functions of various communications software, spreadsheet, word processing, and slide presentation software, retrieve data, analyze data, convert it to graphic form, and incorporate it into the text of a report, office management processes, knowledgeable of the rules and regulations regarding confidentiality, privacy, and information security, knowledge of pulling Fiscal Performance Measure data from VSSC and various sources and entering data and action plans. You will be rated on the following Competencies for this position: Planning and EvaluatingStandardsTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. The work requires long periods of time utilizing and personal computer and data entry.
