This position serves as a Health Technician and is assigned to the Veteran's Health Administration (VHA), (VISN 21), VA Pacific Islands Health Care System (VA PIHCS), in the Office of the Nurse Executive, Primary Care Nursing Service. The primary purpose of the position is to work collaboratively with the PACT Teams in facilitating care coordination through consultative, procedural, laboratory and radiological records retrieval from community providers.

Duties

As a Health Technician, you will: Direct patient flow through the clinic, from checking in to checking out. Collect weight, vital signs and reason for visit, perform and transmit EKGs. Apply simple dressing changes. Administers vaccinations and medications within appropriate scope. Clean and stock rooms between patients. Monitor medication and supplies expiration dates. Monitor refrigerator temperature. Complete and review patient documents and processes orders within scope. Make appropriate referrals and consultations for provider review as indicated by clinical reminders requiring intervention and follow up Assist with examinations, treatments, and procedures to include but not limited to assistance with instruments, dressings, and biological specimens. Observes suicidal patients and escort to mental health services. Ensure proper disposal of contaminated waste and disposable items. Coordinate consultation requests to include instructing the patient on the consultation process, requisition of consultant's records and tracking to assure consultations are made timely and completed as well as requesting renewal of consultation. Perform CPR and first aid procedures. Administrative Duties Answer telephone calls to clinic and process telephone calls to appropriate service. Receive, review, record, sort and deliver all incoming mail and other correspondence Receive requests from professional, technical and administrative personnel, searches files and locates materials, furnishes them to requestor. Manage clinic schedule of all Specialists to include nurse clinic and ancillary providers determining the best time to work in same day patients. Maintain recall list and assure patients appointed appropriately. Reappoint, cancel, and reschedule appointments as needed. Mail out appointment reminders and no-show letters, document in automated system. Work Schedule: Monday through Friday, 7:30am-4pm Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/11/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met in order to qualify for entry into this job series, and it is something that can't be waived. Specialized Experience: Experience that required application of knowledge, methods, and techniques of the position to be filled. The positions in this series (0640) range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. OR Education: Successful completion of a full 4-year course of study leading to a bachelor's degree, with major study or at least 24 semester hours in subjects directly related to the position. In addition to the IOR above, you must meet one of the following criteria described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Specialized experience includes: Performing medical & diagnostic examination. Assisting with duties such as measuring and monitoring vital signs and collecting biometrics. Preparing and positioning patients. Provide general clerical/administrative support coordination. (This experience must be well documented in your resume or application package.) OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a 4-year course of study above high school leading to a bachelor's degree with courses related to the occupation. NOTE: You must submit a copy of your transcripts to receive credit. OR, Combination: Applicants may also combine education and experience to qualify at this level. Only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to l year of specialized experience. NOTE: You must submit a copy of your transcripts to receive credit. You will be rated on the following Competencies for this position: Clinical Data Collection/DocumentationPatient CareVeteran and Customer Focus Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires long periods of walking, bending, standing, and sitting, pushing and/or pulling, and positioning patients. The required work includes assisting in lifting and supporting Veterans and the ability to carry up to 20 pounds. It also includes computer, keyboard and telephone work.
