This position is located in USDA's Departmental Management (DM) Office of Human Resources Management (OHRM). Provides advice and analysis to the Agency leadership on cross cutting initiatives with a human capital component, emergency dependent care and nursing mother, as well as the HealthierFeds Initiative.

Duties
Serves as the Program manager, providing overall direction, operation, and evaluation of the program.
Develops staff reports, directives, internal procedures, position/option papers or other written memoranda.
Develops recommendations to address non-compliance and enhance employee participation in these programs.
Provides technical advice and guidance to USDA management at all levels on impact of programs offering feasible alternative to meet customer needs.
Gives technical oversight and insight into the program management areas of these programs to ensure legal and regulatory compliance and consistency with USDA goals and objectives.
Advises policy makers across USDA on work/life initiatives (including the telework program and the transit subsidy program) and the HealthierFeds initiative.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Specialized experience:
Applicants must possess one year of specialized experience in the Federal service or equivalent experience at the GS-12 grade level that includes: (1) Planning and implementing all aspects of work life programs and projects. (2) Serving as the organizational representative by providing expert advice on program issues to leadership and (3) Analyzing data and operational reports to address work life program challenges.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
