This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

The VA Pacific Islands Health Care System (VAPIHCS) is a level 2 facility spanning the largest geographical area of any VA. VAPIHCS is a multi-site medical system that includes a main facility in Honolulu, community-based outpatient clinics (CBOCs), and VITAL locations. The CBOCs span distances of 4000 miles of open ocean, multiple time zones on both sides of the date line, two American territories (Guam and American Samoa), including a virtual site in another country (Saipan). VAPIHCS is an academic medical facility with teaching and research programs. The MOVE! Program Coordinator has full responsibility for administering all aspects of the local initiatives to support the health and well-being of the Veteran population. This involves leading an interdisciplinary team who is responsible for all levels of the facility's MOVE! program. The Coordinator has the ultimate responsibility for planning the local weight management program based on the national guidance provided in VHA Weight Management Program Directive. The incumbent is expected to provide professional leadership, advice and guidance, in addition to authoritative consultation and coordination with all services involved in the direct provision of the MOVE! program. The Coordinator is also responsible for providing direct nutritional care and education to patients as needed. The expectation is that the Program Coordinator will address issues for Veterans at all levels of the MOVE! program throughout the medical center and the Community Based Outpatient Clinics (CBOC's). Duties of the position include, but are not limited to: a. Program Planning and Management: 1. Establishes and maintains a continuous and systematic development of curriculum which includes assessment, review, revision, evaluation, and implementation of the MOVE! Weight Management Program at VAPIHCS. Performs, under general administrative supervision with wide latitude for the exercise of independent judgment, work of high complexity, patient load, and responsibility. 2. Assures local compliance with the VHA Weight Management Program Directive. Tracks pertinent data as it relates to MOVE! Weight Management within the facility. Makes necessary changes to the program to maintain directive and local compliance and performance measures. 3. Tracks data as it relates to MOVE!/Weight Management in the facility. 4. Measures progress toward the nationally/VISN/local established goals and reports to the appropriate officials/committees at the local, VISN and national level. 5. Chairs the MOVE! Committee/Workgroup and multi-disciplinary team. Coordinates the multidisciplinary team to develop local goals. 6. Plans and coordinates MOVE! activities covering a broad range of nutrition and food service programs at individual or multiple sites. 7. Formulates new or revised facility and/or departmental policy relating to weight management and MOVE! program. 8. Serves as a weight management specialist and resource throughout the VISN and facility. 9. Acts as a point-of-contact for local, VISN and national on weight management program policies, projects, and suspense requests. 10. Participates in meetings and other formal or informal settings to publicize weight management program accomplishments and to solicit resources of support and cooperation necessary to ensure program success. 11. Utilizes effective written and oral communication skills to promote and maintain effective working relationships with all staff at the national, state, and local level. 12. Knowledge of more complex investigative processes and techniques in order to direct or participate in the design of studies, collect data, conduct statistical analysis, interpret findings, and translate results into written and oral communications. 13. Ability to set priorities, delegate tasks, meet multiple deadlines, and develop and implement effective solutions. 14. Knowledge of, and ability to, apply quality standards as specified by regulatory and accrediting organizations. 15. Demonstrates knowledge of the principles of program management and oversight required to develop program goals and objectives, administer and monitor program, coordinate associated activities, evaluate program outcomes/accomplishments, redefine priorities, modify goals and objectives, and implement changes in processes/systems as needed. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Registration: All applicants must hold the RDN credential from the Commission on Dietetic Registration (CDR) the credentialing agency of the Academy of Nutrition and Dietetics. Note: Applicants who hold the RDN credential have met the education requirement (e.g. bachelor's degree or higher) of CDR, as such this occupation is considered professional and scientific with a positive education requirement and the procedures in Part I, Chapter 4 of this Handbook will be followed when applying Veteran's preference. Exception for Dietitians who do not possess the RDN credential. Non-credentialed Dietitians who meet the basic qualification requirements and have fulfilled the requirements below, but do not possess the RDN credential, may be given a temporary full-time appointment not to exceed one year under the authority of 38 U.S.C. § 7405(c)(2). Non-credentialed Dietitians must have fulfilled each of the following: Earned a bachelor's or higher degree from a U.S. regionally accredited college, university or foreign equivalent (refer to ii below). Completed an ACEND® accredited experiential or supervised practice program and provide a verification statement from the program director that conveys eligibility to take the CDR registration exam as a prospective RDN. A listof ACEND® accredited programs is located on the ACEND® website or at ACEND Accredited Programs Directory. Non-credentialed Dietitians may only be appointed at the GS-07 or GS-09 grade level and may not be promoted/converted until they obtain their RDN credential. Non-credentialed Dietitians must provide care under the supervision of a RDN at or above the full performance level. Temporary appointments of non-credentialed Dietitian will not be extended beyond one year or converted to a new temporary appointment. Failure to Obtain Registration. In all cases, Dietitians must actively pursue meeting registration requirements starting from their appointment date. At the time of appointment, servicing Human Resources (HR) staff in collaboration with the supervisor, will provide non-registered Dietitians the written requirement to obtain registration, the date by which they must acquire it and the consequences for not doing so by the deadline. Failure to obtain registration within one year from the date of appointment will result in removal from the Dietitian, GS-0630 occupation and may result in termination of employment. English Language Proficiency: Dietitian candidates must be proficient in spoken and written English in accordance with 38 U.S.C. § 7403(f). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Dietitian (Clinical), GS-12 Experience. . One year of experience equivalent to the next lower grade level. Knowledge, Skills and Abilities. In addition to the experience above, the candidate must demonstrate the following KSAs: Knowledge of program administration establishes program goals and objectives, coordinates activities, evaluates accomplishments and solves problems. Skill in developing quality improvement or research activities. Skill in developing training and reference materials. Ability to develop policies and procedures. Ability to provide program-specific coordination to include leadership, technical advice and staff development. Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty) and variety and be performed by the incumbent at least 25% of the time. Employees in this assignment serve as Facility Dietitian Program Coordinator leading a multi-disciplinary team. Dietitian Program Coordinators may provide direct patient care by developing and implementing comprehensive nutrition therapy, practicing within their scope/clinical privileges. They are administratively responsible for a specialty program and provide program-specific leadership, guidance and direction, technical advice and staff development. Dietitian Program Coordinators oversee responsibilities for program, policy and procedure development, set goals, monitor and redefine priorities and may have an active role in the fiscal management for the program. They direct or participate in the design of research activities or quality improvement studies, including data collection and analysis. Dietitian Program. Coordinators have oversight of and are responsible for developing and maintaining training and reference materials. They maintain program information through approved social media outlets. Dietitian Program Coordinators may supervise up to two employees. This assignment must represent substantial additional responsibility over and above that required at the full performance grade level and cannot be used as the full performance level of this occupation. Preferred Experience: References: VA Handbook 5005, Part II, Appendix G20The full performance level of this vacancy is GS-12. Physical Requirements: The work required does not inherently include any physical requirements essential for successful job performance that could not otherwise be performed with accommodation of workplace adjustment. A pre-placement physical examination is not required.
