This position is located within the VA Central Iowa VA Health Care System within the Extended Care and Rehabilitation (EC&R) service line. Employee serves as Timekeeper for (EC&R) service line and Nursing service. Other duties include scheduling patient appointments in EC&R and completing and distributing monthly schedules. Duties

Major duties listed but not limited to: Post and code time and attendance reports via computer program for all Extended Care and Rehabilitation (EC&R) Service Line and Nursing employees (approximately 350) for each day's tour of duty for each bi-weekly pay period Prepare and maintain master annual leave schedules for EC&R Office and outpatient clinic staff Coordinate all personnel actions initiated by the service and notify all pertinent staff regarding changes that affect staffing and initiate the SF-52 Maintain the files on tours of duty, bi-weekly schedules, military leave, and court leave Prepare the letters of notification to employees for reassignments, details, etc. Enter all staffing changes, except new employee information, in the "Staff Records/Employee Assignments" computer program Maintain alphabetical files of service record cards on former employees with leave card and supervisory evaluation and recommendation Distribute all pay slips to EC&R employees and mails pay slips to employees on extended leave or leave without pay (LWOP) status Work Schedule: Monday-Friday, 7:00 a.m. - 3:30 p.m. (work hours may be further discussed during the interview) Telework: Ad Hoc: Ad Hoc telework occurs on an occasional, non-routine basis- for example, inclement weather or telework that occurs to complete short-term special assignments or to accommodate special circumstances even though the telework arrangement may occur continuously for a limited and specific period of time. VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/07/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: enter all overtime and compensatory time earned data into the computer daily; publish a bi-weekly overtime, compensatory, unscheduled and leave without pay (LWOP) hours report; determine and correct discrepancies, omissions, or errors found on subsidiary records and crosscheck with overtime data, compensatory time data, call-in sheets and long-term leave records; record various types of leave in conjunction with days off, holidays, and weekends; process all approved leave requests and follow up when indicated (i.e., authorized absence military leave, LWOP, court leave, annual leave, sick leave, compensatory time); maintain records of employees on long term leave and leave without pay, initiate correspondence with employees via letter or telephone, and provides leave balances available to them; and provide clerical support to supervisory staff and relieve other clerical staff when needed OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: successfully completed four (4) years of education above the high school level in any field. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of: successfully completed post-high school education and experience that may be used to meet total experience requirements. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. You will be rated on the following Competencies for this position: ClericalCommunicationsManages and Organizes Information Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
