The Intra-Operative Medical Supply Technician is responsible for day-to-day oversight of Operating Room supplies. This position is located with the Peri-Operative Unit at the West Palm Beach VA Hospital.

Duties

Communicates daily with associates to ensure uninterrupted and consistently accurate flow of necessary reusable and disposable medical equipment and other OR supplies. Develops work improvement plans and provides advice and counsel to workers related to technical work in ensuring OR operations. Collaborates with OR leadership assisting in operational decisions based upon findings, observations, or challenges, collaboratively within the workgroup. Assist the work of the team, identifies equipment requirements, and recommends methods to improve the quality and productivity of the service. The Intra-Operative Medical Supply Technician is responsible for overseeing and collaborating with the SPS RMD Coordinator, to ensure equipment needed to provide safe peri-operative care to veterans with tasks including, but not limited to: 1. Checking Operating Room schedule to determine supply needs 2. Participate in pre-operative huddle to ensure the acquisition of needed supplies/instruments 3. Obtain and address surgical requests 4. Form collaborative relationship with Operating Room leadership team 5. Monitor and analyze par levels and adjust as needed 6. Serve as a liaison between vendors, coordinators, surgeons, SPS, Supply Chain Management and purchasing agents 7. Oversee returns of unused prosthetic equipment and instrumentation 8. Collaborate with service leads and co-leads to ensure supply needs are met 9. Assist with initiating all CPRC requests for OR Equipment and Supplies 10. Coordinates with SCM par level of supplies 11. Coordinates with SCM low usage supplies and special orders 12. Be available to OR for supply needs 13. Communicating back orders of supplies to appropriate stakeholders 14. All other duties as assigned by the Surgical Nursing Leadership. Informs higher level management of anticipated vacancies or increases in workload. Provides technical knowledge and skill necessary for accomplishing the work of the organizational unit. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: a. Citizenship. Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3g.) b. Experience and/or Education (1) Experience. Six months of experience that demonstrates the applicant's ability to perform the work or provides an understanding of the work; or (2) Education. One year above high school that included at least 6 semester hours in health care related courses such as sterile processing, nursing assistant, hospital corpsman, and operating room and surgical technician courses or other courses related to the position; or (3) Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. c. Certification. None. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grandfathering Provision. All MSTs that are employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: (1) Employees grandfathered into the GS-622 occupational series as MSTs may be reassigned, promoted up to and including the full performance (journeyman) level, or changed to lower grade within the occupation. (2) MSTs who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis until they fully meet the basic requirements of the standard. (3) MSTs who are converted to title 38 hybrid status under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation. e. Foreign Education. To be creditable, education completed outside the U.S. must have been submitted to a private organization that specializes in the interpretation of foreign educational credentials and such education must have been deemed at least equivalent to that gained in conventional U. S. programs. f. Physical Requirements. See VA Directive and Handbook 5019. g. English Language Proficiency. MSTs must be proficient in spoken and written English in accordance with chapter 3, section A, paragraph 3j, this part. Grade Determinations: GS-07 (Advanced Level) (a) Experience. One year of experience equivalent to the next lower grade level. (b) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate the following KSAs: 1. Detailed knowledge of complex surgical instruments used in operating rooms and clinic settings. 2. Ability to assemble specialty operating room and clinic instrument sets. 3. In-depth knowledge of sterilization and cleaning equipment. 4. Ability to communicate both orally and in writing in order to convey information and thoughts to others. (c) Assignment. The Advanced MST assembles highly complex instrument sets including, but not limited to, open heart, major orthopedic total joint, cardiovascular, craniotomy and complex endoscopic instrumentation. Processes all complex endoscopic instrumentation to include those medical devices used in the gastroenterology laboratory, bronchoscopy laboratory, urology and operating room. Reviews manufacturer guidelines to ensure the correct methods and parameters are followed when cleaning, decontaminating and sterilizing RME. Troubleshoots and analyzes mechanical failures and makes necessary adjustments to complex decontamination and sterilization equipment, as well as interprets alarm conditions which may occur while operating the equipment. Informs management and healthcare staff when cleaning and processing standard operating procedures (SOPs) or instruction for use have been changed or updated to assure the changes have been validated to meet all guidelines. Preferred Experience: 1. It is preferred that applicants have some college completed. 2. A minimum of 5 years experience as a Surgical Technician and a minimum of 2 years experience with surgical supply and surgical instrument management experience is preferred. 3. It is preferred for applicants to be proficient in medical terminology. 4. Exceptional interpersonal and communication skills are preferred. 5. It is preferred that applicants have the ability to be flexible and adapt to change. 6 Applicants that have the ability to work independently and with a team are preferred. References: VA HANDBOOK 5005/83 PART II APPENDIX G47 The full performance level of this vacancy is GS 7. The actual grade at which an applicant may be selected for this vacancy is GS 7. Physical Requirements: This work is performed in various settings. The incumbent may be required to work in areas that are hot, cold, drafty, and poorly lighted. The work requires proper body mechanics when standing and walking during the entire workday and frequent bending and lifting of packages/instrument trays (occasionally weighing as much as 50 pounds). The work requires dexterity and visual acuity for manipulating, disassembly, and assembly of instrumentation. On a regular and recurring basis, the employee alternates between a contaminated environment and a carefully controlled clean environment. The employee wears special clothing, hair covers, personal protective equipment and shoe covers that can be uncomfortably warm. The employee often works around body fluids, mucous, excretions and bits of tissue, some of which may be foul smelling. Strong, unpleasant odors are encountered while decontaminating bloody or grossly contaminated instrumentation or reusable medical equipment.
