The Dayton Oh Veterans Affairs Medical Center is recruiting for a well-qualified Accounting Technician. The primary purpose of this position is to serve as the technician responsible for the auditing and accounting procedures to support medical center activities and the daily financial transaction of the facility.
Duties
Duties Include, but may not be limited to:
Examines, verifies, and maintains accurate financial accounts and accounting data.
Summarizes transactions and prepares control documents or other posting documents reflecting the entries to be made.
Correctly classifies, records, and reconciles transactions for accounting purposes.
Performs general clerical or assistant support of a fiscal nature, such as liaison with vendors and contracting regarding the status of payments.
Reviews all transaction entries and documents to ensure posted correctly in the financial management systems and in the compliance with regulations.
Performs duties in support of agency financial systems such as entry of financial data into automated systems or processing obligation and payment transaction.
Ensures all documents have correct accounting data.
Assists with all areas of accounting and accounting functions when needed. Keeps current with electronic trends, processes and systems for daily accounting activities.
Upon request, performs audits of selected payments or accounting documents for accuracy.
Provides customer service in person, via telephone, and/or via written correspondence related to all accounting activities.
Work Schedule: 8:00 AM - 4:30 PM Monday-Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below: You will be rated on the following Competencies for this position:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to:
Microsoft Office experience, including Word, Excel, and Access,
Intermediate level computer skills,
Reviews and approves requisitions for services, supplies, real property, equipment, and adjustments for all appropriations.
Reconciles and balances the Accrued Services Payable and Undelivered Orders Reports monthly.
Serves as the administrator invoice payment processing monitoring access, routing payments and reviews aging invoices.
Knowledge of extensive and diverse accounting, budget systems to reconcile errors
Understanding of non-standard procedures or to assist in the development of automated procedures and or extensive and diverse accounting, budget, or other financial regulations.
Serves as Alternate Agent Cashier, which is responsible for the collection and disbursing of funds appropriately.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is principally sedentary, in a highly automated environment. It is usually accomplished while seated at a desk or table. Some work may require walking in an office or warehouse setting. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences. Incumbent may be required to carry small file boxes into storage, lift a cash box, carry light items, or drive a motor vehicle. Typical safety precautions, such as pulling file drawers, dropping equipment, etc., are to be observed. Electrical safety precautions must be observed in working around computers.
