This National Guard position is for a TELECOMMUNICATION SPECIALIST (TITLE 32), Position Description Number NGD2071000 and is part of the TN ARMY National Guard.
This vacancy is covered by Association of Civilian Technicians (ACT), Chapter 103 (Volunteer Chapter).
Duties
As a TELECOMMUNICATIONS SPECIALIST (MILITARY) GS-0931-09, you will implement, integrate and maintain the organizational automation and brigade network infrastructure plans. Provides expert technical input to tactical infrastructure plans that support subordinate elements that include headquarters staff elements, organic and attached units. Provide detailed technical advice for decision planning related to tactical network management up and down the chain of command. Prepare briefings and presentations or about the tactical network. Reviews and evaluates new and upgraded tactical software packages. Serve as the organizational Information Assurance Security Officer (IASO). Initiate appropriate measures to maintain information assurance (network security and data protection) within the organization. Responsible for possessing and maintaining accreditation documentation on the various tactical automation systems and. Develop and maintain documentation regarding network configuration, operating procedures, necessary to maintain the reliability of the network. May serve as tactical network administrator responsible for configuring hubs and switches, monitoring network performance and installing network software change packages/interim change packages (SCPs/ICPs) Ensure the standard configuration software loads for all network devices as prescribed by higher headquarters. Utilize benchmarks, performance measurements and evaluation data provided to manage network servers and data communication devices to support workload. analysis hardware, software reliability and performance through system report. Work with technical support personnel in resolving critical problems. Employ methods to enhance of the network. Oversee the distribution of applications and upgrades ensuring compliance with regulations and copyright laws. Utilize established procedures for remote distribution and/or of applications and upgrades. Use remote management software tools to maintain and update configuration, protocol and user/system files. Establish procedures to maintain accurate records of authorized users of distributed software. Implement standard operating procedures for network. Instruct lower graded technicians in the administration and maintenance of the installation's network devices. Provide input to the development of the signal annexes of the organizational operation plan (OPLAN) or operation order (OPORD). Provide detailed information and expertise in the area of signal and tactical automation relating to the support of Homeland Security/Homeland Defense to include the development of LAN diagrams, WAN gateway connections and specifications, etc. Establish limited liaison outside the organization to ensure interoperability of mission support requirements. Supervise operation of Communications Security (COMSEC) inventory control facility and manages COMSEC procurement activities and is the COMSEC Custodian for the facility. Implement procedures for detecting and reporting COMSEC insecurities. Supervise functional personnel and is responsible for equipment assets. Plan and organize the work of the subordinates. Assign work and provide guidelines on methodology and scope of required performance. Interview and recommend selection of employees, set performance standards and formulates appraisals of performance. Initiate personnel actions, adjusts informal complaints, and recommends disciplinary action, as required. Responsible for the functional maintenance program (military specifications/commercial off-the-shelf (MILSPEC/COTS)). Performs other duties as assigned.

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

- Must be willing to become qualified for COMSEC Account Manager position within one year of being hired.
- Must be able to obtain and maintain the appropriate security clearance of the position.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- Acceptance of a Federal position may terminate Tricare Reserve Select eligibility.
Qualifications
Military Grades: E3-E7
GENERAL EXPERIENCE: Experience that provided a basic knowledge of telecommunications functions, problems, and/or solutions.
SPECIALIZED EXPERIENCE: 1 year in the next lower grade or 24 months experience, education and training that provided knowledge of communications equipment, systems, services, and transmission media; knowledge of electronic communications concepts, principles, practices, procedures, policies, standards, and operational requirements; application of specialized communications methods and analytical techniques; technical knowledge of the operational and performance characteristics of communications equipment, automated control and network management systems, transmission media, and the relationships among component parts of telecommunications systems; and competencies in the subject matter or business processes associated with the DoD, U.S. Army, telecommunication programs.
