WHAT IS THE INFORMATION TECHNOLOGY (IT) DIVISION?

Vacancies will be filled in the following specialty areas:
General Administration, Clerical, and Office Services Group.
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Meets with managers and executives within the Service to define the overall goals and objectives of the project.
Prepares complex action plans and schedules for various phases of project accomplishment, both short and long-range; ensures that plans are consistent with Service goals, schedules, and policies.
Prepares recommendation for resource requirements to accomplish the project; negotiates with managers of various components of the Service to obtain needed resources and support.
Establishes a system to review, control, and report on project status.
Plans, coordinates, and establishes operating methods and procedures for accomplishment of project mission; as needed, directs the development and accomplishment of employee training relating to the project.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
BASIC QUALIFICATION REQUIREMENTS: This is a collateral duty assignment with no promotion potential, change to your current permanent position description of record, or post of duty. Your experience must demonstrate your technical expertise to plan and conduct formal classroom training on basic or advanced areas of tax law, procedures, policies, techniques, or other specialized fields unique to your position/occupation. The cadre position covered by this announcement is identified below:
Specialized Experience - GRADE 14
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: experience leading major computer project assignments that required a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, sufficient to accomplish complex projects or studies broad in scope and magnitude. You must also have experience and application with, a range of laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned project or study, knowledge of management principles and processes and performance of project management duties, experience coordinating and integrating project objectives and recommendations with key line and/or staff functions of the Service, and experience communicating effectively both orally and in writing.
In addition to the above specialized experience, you must have experience in using IRS' Integrated Financial System (IFS) or equivalent, including running and interpreting reports on contract and labor expenditures. Experience using Procurement for Public Sector (PPS) to access and analyze shopping cart data, purchase card transactions and contracts. Experience interpreting contract data to determine the financial impact. Experience managing the Office of Management and Budget, Capital Planning and Investment Control process. Experience analyzing data, making recommendations, preparing and presenting materials to Executives.
TIME-IN-GRADE GS-14 REQUIREMENTS:
TIME-IN-GRADE REQUIREMENTS: Under merit promotion procedures, applicants must satisfy time-in-grade requirements contained in 5 CFR 300, Subpart F. Time is credited based on calendar time served in a grade, regardless of the number of days or hours worked.

Education
A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
