The Public Safety Dispatcher at Fort Carson Directorate of Emergency Services provides emergency police, fire and medical services to the public by answering emergency calls and responding with personnel and equipment.
Recruitment/Retention Incentive, Relocation Costs and Student Loan Repayment and Salary Negotiation may be authorized.
Duties
Responsible for the receipt and effective evaluation of 911 emergency calls, to include installation fire, police, ambulance service, emergency medical dispatch, among others.
Provide emergency medical dispatching assistance to callers with medical emergencies using the Priority Dispatch EMD system.
Monitor and logs status and availability of police, fire and medical first responders to assure an appropriate response are made.
Refer non-emergency callers to appropriate civilian and governmental agencies.
Perform basic computer and communications equipment troubleshooting to determine problems and notifies appropriate personnel to facilitate repairs.
Maintain reports and retrieves needed statistical information using the National Fire Incident Reporting System(s) (NFIRS).
Dispatch a variety of emergency response units. Notifies police, fire department staff and other agencies concerning incidents when needed. Provides initial Incident Command support until responding emergency units arrive on scene.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to successfully complete a pre-appointment hearing test.
- Position is subject to shift work. The incumbent is required to work an alternate work schedule, which requires an uncommon tour of duty (including nights, weekends and holidays).
- Required to work (mission essential) regardless of weather conditions, Terrorist Force Protection Condition or installation closure and to report to the duty station at the regular scheduled time.
- The work is performed in a highly stressful, restricted office environment.
- Able to obtain and maintain, within 6 months of employment, a Colorado Crime Information Center (CCIC) Level S Certification.
- Able to type at least 40 words per minute.
- Must obtain and maintain a current DoD Telecommunicator I and II (or equivalent), DoD Hazmat Awareness, Emergency police Dispatch, Emergency Fire Dispatch, and Emergency Medical Dispatch certification within 6 months of employment.
- Incumbent is required to possess and maintain certification in advanced Medical and Fire Priority Dispatch System. The incumbent is responsible for attaining continuing dispatch (CDE) requirements through in-service training that is offered locally.
- The incumbent must maintain an overall compliance score of 90 percent or better by the Advances Quality Assurance (AQUA) software.
- Position is subject to Drug Testing. Must pass urinalysis testing as required prior to appointment and periodically thereafter. Positions may require incumbent undergo periodic random drug testing.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- Appointment to this position is subject to a one year probationary period.
- This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by human resources within 30 calendar days after the Entrance on Duty (i.e., start date).
- Selectee’s inability to successfully pass or refusal to conduct the drug test may result in the job offer being withdrawn during the recruitment process or subsequently being removed from Federal service for failure to meet a condition of employment.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized experience: One year of specialized experience which includes (1) operating automation, emergency dispatching, and communications equipment; AND (2) questioning callers to determine problems and nature of calls to respond with appropriate emergency personnel/equipment; AND (3) accomplishing several tasks at one time such as operating radios, telephones, and typing; AND (4) communicating effectively with police, fire, or medical personnel during emergencies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Emergency Management, Emergency Response, Disaster Management ore related field of study.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
This position requires a qualified typist. A qualified typist can type 40 words per minute based on a 5 minute sample with three or fewer errors.
