The Local Recovery Coordinator (LRC) is located in the Mental Health Care Line and serves to assist in the implementation of policies and procedures for the National Recovery Coordinator (NRC) and to facilitate implementation of recovery oriented services in Mental Health programs, which includes education of providers and veterans and their families on recovery and evaluation of implementation efforts. Duties

Major duties include, but are not limited to the following: LRC functions as a champion and advocate for the recovery model. LRC also serves as a recovery ombudsman to the MH Director, program managers, and staff on recovery and implementation of recovery-oriented services. In conjunction with the Mental Health Director, the LRC develops a 3-5-year plan for the facility the identifies staged implementation of recovery-oriented services (e.g. use of recovery plans). LRC is responsible for coordinating the evaluation of recovery implementation measures to assess recovery policy and procedure adherence, as well assess the extent that the recovery model is embodied in the MH programs. LRC develops a facility recovery education plan for providers and veterans and their families. Developing ongoing education plans for providers includes, but is not limited to: Recurrent didactic presentations about elements of recovery (e.g. recovery plans) and recovery implementation by experts Recurrent presentations by recovering individuals, especially veterans Information about community mental health support groups and other resources and how to make referrals Information about VA national recovery materials and resources and how to access these Information about VA sponsored trainings and education on recovery, (e.g. how to communicate recovery to patients and families); o Availability of recovery posters and brochures Training on cultural competency Development and coordination of local recovery training as needed. Information about how to become involved in improving mental health care for veterans through the Consumer Council. LRC serves as a consultant to MH programs and recovering veterans in the development of peer support groups, consumer counseling, and consumer operated services, as per local needs and resources. When available, community resources should be utilized. The LRC advises the MH Director on filling peer specialist positions and serves as a consultant to peer specialist. Assists with VA regional or local recovery orientation trainings, meetings, or conferences as needed. Serves as MH Liaison to the facility Consumer Council. Providers an annual report on implementation progress to the VISN RC and the NRC; other reports will also be prepared as requested Meets quarterly via conference call with other VISN LRCs to coordinate a network response to recovery implementation and implementation of CO policies and procedures related to recovery LRCs are also expected to spend a percentage of their time engaged on direct clinical services providing recovery-oriented care to seriously mentally ill veterans. Monitors and supports national initiatives related to SMI (Serious Mental Illness) and high-risk populations. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to the CSWE website to verify if that social work degree meets the accreditation standards for a master of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found on the OHRM website. English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part. Grade Determinations: GS-12 Experience and Education: One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Applicants must meet the requirements for providing supervision in the state where they are licensed at the advanced practice level and should list these qualifications within the assessment narrative and their resume. Documentation is required if part of your state's requirements for providing supervision for licensure is beyond your licensure only (example: certification of continuing education credits). Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs(a document with written demonstration of KSAs must be included with application, see required documents section). Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring. Knowledge and ability to write policies, procedures, and/or practice guidelines for the program. Ability to supervise multidisciplinary staff assigned to the program. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to provide training, orientation, and guidance within clinical practice. The full performance level of this vacancy is GS-12. The actual grade at which an applicant may be selected for this vacancy is GS-12.
