THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a FINANCIAL MANAGEMENT ANALYST, Position Description Number T5636P01 and is part of the DE 166 Comptroller Flight, National Guard.
Duties
1. Independently performs and examines financial management functions to ensure internal and external accounting systems and administrative controls are sufficient to confirm that obligations and disbursements comply with applicable laws, and that funds are safeguarded against waste, loss, and misappropriation. Reviews accounting and pay documents, travel vouchers, and vendor payments to ensure supporting documentation is proper and valid. Performs post-audit voucher reviews.
2. Aggregates data from multiple financial and accounting systems and sources in order to directly or indirectly provide the Comptroller, Wing Commander, United States Property and Fiscal Officer (USPFO), National Guard Bureau (NGB), Unites States Air Force (USAF), DFAS, Department of the Treasury and senior level management with accurate and timely financial reporting. Ensures the proper documentation, accounting, and auditability of funds, and their traceability to the USPFO in accordance with Department of Defense (DoD) regulations and/or applicable laws.
3. Analyzes and accurately processes financial services transactions (i.e., payroll, debts, and miscellaneous entitlements) while applying quality assurances techniques. Resolves complex functional problems within the pay system for affected customers. Develops recommendations for actions under uncertain conditions with short and rapidly changing program deadlines. Facilitates the resolution of intricate entitlement discrepancies for serviced customers, and ensures proper interfaces with appropriate DoD agencies and federal financial systems.
4. Executes full spectrum pay and entitlement operations (Military Pay, Civilian Pay, Accounting, and Travel Pay). Provides expert interpretation on DoD and DFAS regulatory and administrative guidelines in accordance with generally accepted principles. Interprets policies and collaborates with the financial management enterprise to facilitate best practices and compliance assurance.
5. Analyzes and measures the effectiveness and efficiency of financial operations; reliability of financial reporting; compliance with policies, regulations, applicable laws and guidance; and ensures that internal controls are in place.
6. Determines the legality of entitlements/collection actions and provides decision support to the Financial Manager. Processes data and performs broad-in-depth financial analysis of interrelated accounting, military and civilian pay, accounts payable and receivable, and various travel entitlements to resolve especially difficult and sensitive, out-of-balance conditions associated with processing actions within Financial Management systems. Analyzes and evaluates data to conduct a variety of fiscal reconciliations, reviews, and account adjustments. Analyzes diverse financial management technical methods, techniques, precedent cases, and procedures to resolve an extensive range of difficult financial issues or problems. Reconciles Resource Center Manager (RCM) accounts ensuring data integrity. Coordinates with the Defense Finance and Accounting Service (DFAS) and posts validated accounts to the General Ledger. Resolves pay and entitlement problems unique to the customer. Manages and executes internal control procedures to protect against fraud, waste, and abuse.

Requirements

Qualifications
SPECIALIZED EXPERIENCE: ANG GS-0501-11, Journeyman. To qualify for hire consideration into one of the two ANG GS-0501-11 positions located in the Wing Comptroller Finance Office, the applicant must be eligible for entry into the position's financial management certification career program based on the position's GS-grade before final approval and appointment is processed. An applicant must have at least 12 months of finance program experiences and competencies that provided knowledge of financial principles and procedures. Applicant must have an excellent understanding of the basic principles and concepts of the Air National Guard financial business program requirements. An applicant must have experiences and training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.
For the ANG Financial Management Specialist, GS-0501-11 position, an applicant must have a working knowledge of the Financial Improvement and Audit Readiness (FIAR) program. Skilled in presenting providing direction and guidance to support the comptroller in planning, implementing and meeting the FM FIAR program's objectives. Skilled in in applying related laws, regulations, precedents, methods and techniques of budgeting. Knowledgeable of the Office of the Management and Budget (OMB) compliance requirements with OMB Circular A-123 (OMB 123) and FM FIAR Guidance. Skilled and capable to follow the established FM FIAR Methodology which provides a step-by-step approach to achieving improved financial information and audit readiness. Skilled in developing management plans that document business and financial environment. Skilled in identifying and analyzing program risks and tests controls, weaknesses, and/or deficiencies.
SPECIALIZED EXPERIENCE: (Definition) Is experience that prepares the applicant to perform the prescribed duties of the GS-0501 position. An applicant must demonstrate the specialized experience competencies, as cited in each Series' grade, to qualify for a position identified by its applicable position description grade, financial management certification career level, and/or experiences earned through military service. Applicants, who were prior service members or who are currently serving in a military component and completed the applicable military technical school skill financial training and have working experiences in the military finance programs, are considered qualified for the GS-09 entry-level position.
Financial Management Certification Primary Financial Administration Track. A subject, such as accounting, auditing, budget, finance, payroll (military or civilian), or commercial pay, is selected by a Title 5 Excepted Service GS-0501 employee when he or she initially enter the financial management certification program.
If the employee enters the position and the position's certification program is identified as Certification Level TWO, the primary track is the subject that a member selects for the Concepts, Policies and Principles of Finance.
The GS-0501 position's Concepts, Policies, and Principles of the Alternate Track is different from the primary track.
Financial Management Certification Level Two:The position's level of work requires the application of comprehensive financial management knowledge and technical proficiency combined with a broad knowledge of professional concepts, policies, and principles. Work also involves expanding skills, knowledge, and leadership abilities of high-potential personnel.
As a condition of continued employment in the GS-0501-11 positions and dependent on each position's certification level, the employee must complete the higher financial management certification within 24 months of appointment to the position.
QUALITY OF EXPERIENCE:Qualification factors include education, experiences, and competencies in the Title 5 Excepted Service Financial Administration and Program Series GS-0501. An applicant's competencies are evaluated on the basis of specialized experiences earned through private and public sector agencies. The applicant's resume package may include military service experiences and/or civilian experiences; military and/or civilian performance reports; training certificates; and, official college transcripts. The resume must clearly demonstrate possession of the competencies needed to fully perform the Series GS-0501 work, as defined in the applicable position description's specified grade, certification, duties, and responsibilities.
OTHER TITLE 5 EXCEPTED SERVICE SERIES GS-0501 QUALIFICATION REQUIREMENTS

2. The Priority Placement Program's criteria is ALWAYS processed and cleared PRIOR to advertising INITIAL HIRE positions, via Job Vacancy Announcements.
3. Must possess or be able to obtain the proper clearance type and level within one year of appointment according to DoD Personnel Security Program Management Directives.
4. As a basis of continued Title 5 Excepted Service employment/appointment to a GS-0501 position, the employee must complete all Financial Management Program education and training.
5. As a basis of continued Title 5 Excepted Service employment/appointment to a GS-0501 position, the employee must meet the DoD directed civilian financial management certifications for the finance position within two years of initial hire date or promotion appointment date.
6. As a basis of continued Title 5 Excepted Service employment/appointment in the GS-0501 finance position, the employee must complete the requisite quantity of CETs every two years to sustain the achieved certification level.
7. The NG Title 5 Excepted Service GS-0501 employee must complete all required Financial Management Certification continuing education and training hours; and, the employee, along with his or her applicable supervisor, must document and manage the employee's Individual Development Plan.
8. As a basis of continued Title 5 Excepted Service employment/appointment in the GS-0501 finance program position, the employee's supervisor must monitor and track the employee's certification progress; and, work with the applicable JFHQ-State Human Resources Officer to take progressive discipline, as appropriate, to ensure the GS-0501 employee attains his/her certification levels within the required time periods.
9. The Title 5 Excepted Service employee is subject to adverse actions, to include reassignment to a lower-grade, without pay or grade retention, and/or separation from federal service, when he or she fails to obtain the required Financial Management Certification and education requirements for the GS-0501 graded finance position.
10. All certifications are documented in the automated Learning Management Systems, as directed by DoD, U.S. Department of the Army, U.S. Department of the Air Force, and/or NG Career Field Functional Manager.
11. As a basis of continued Title 5 Excepted Service employment/appointment to the GS-0501 position, the employee must have and maintain a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals.
Education
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: To qualify for the National Guard GS-0501 Title 5 Excepted Service positions, on the basis of completed undergraduate or graduate education, the awarded college degree should be in one of -or- be a combination of the following disciplines: Accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.
AS A GENERAL RULE, ONE QUARTER COLLEGE CREDIT HOUR EQUALS .67 SEMESTER COLLEGE CREDIT HOUR.
