This position is in the Facilities Service line and reports to the Supervisory General Engineer. The Construction Representative maintains full responsibility for the accomplishment of assigned construction projects. Projects are complex and include construction and quality control requirements specifically tailored for each project based on a variety of structures and facilities such as Inpatient Care Areas, Outpatient Care Areas, Sterile Areas, Utility Systems and other support areas.
Duties
Duties of the position include but are not limited to:
*Serves as a team leader for quality assurance and oversight of construction including initiation of the contract process.*Provides day-to-day direction to lower-graded construction representatives concerning the operations of the work unit.
*Initiates and conducts design review conferences, reviews preliminary plans and specifications for practicability, anticipated physical obstructions and other construction difficulties and availability of selected materials.
*Reviews correspondence on construction status and contractor estimates relative to construction of the project; makes decisions and recommendations on practical methods of accomplishing desired results.
*Prepares cost estimates and participates in the negotiation of contract modifications.
*Responsible for the strict enforcement of safe practices, safety regulations and training on such.
*Serves as coordinating official for Joint Commission documentation and monitoring compliance by facilities staff.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/14/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Managing job site construction for a variety of construction programs
Preparing or implementing quality control procedures that include inspection instructions, control measuring and/or testing equipment
Coordinating and administering large construction contracts to ensure construction projects proceed on schedule and in accordance with contract plans and specifications
Preparing data for processing of pay estimates for construction projects
Enforcing construction industry and safety standards on construction projects

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although there may be climbing, walking, bending, crawling, or stooping involved in activities such as investigating problems, or indoor/outdoor site visits.
