About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Intelligence & Security CMD U.S. Army Counterintelligence Command HQ FT. Meade, MD.
This is a Planned Management Action open only to current INSCOM DCIPS employees.
Duties
Serves as Human Resources Specialist (Military) in the office of the Deputy Chief of Staff, G1 for the U.S. Army Counterintelligence Command, assisting in the mission to effectively manage USACIC’s officers, warrant officers, and enlisted personnel.
Serves as Primary Awards Specialist for all military awards.
Performs as the G1 point of contact and liaison for the processing of actions in TMT aiding and support to the command section,
subordinate elements, and battalion staff.
Performs a variety of office administrative duties.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to obtain and maintain a Top Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
- Must be willing to travel up to 10% of the time.
- All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience performed at the next lower grade (GG/GS-07) level position in the federal service which prepared you to do the work in this job. Specialized experience is defined as experience providing administrative and personnel management functions and utilizing various automated system such as Total Officer Personnel Management System (TOPMIS), Electronic-Military Personnel Office (E-MILPO), and Enlisted Distribution and Assignment System (EDAS), MEDPROS, and the Electronic Evaluation Systems for mission support.

Education: Successfully completed two full years of graduate level education leading to a master's degree (36 semester hours) in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resources Management; Organizational or Industrial Psychology, etc. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of graduate education beyond your first 18 semester hours by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)
