This position serves a Civil Engineering providing support for various projects/activities, work can include design, studies, analyses, construction administration, inspections, assessments, investigations, reviews, cost estimating, specifications writing, compliance evaluations, and evaluating facility capacities and operations. Duties

Duties Include Performing engineering analyses to include performing and/or coordinating technical planning activities. Managing and reviewing engineering designs. Developing work plans and schedules, scopes of work, estimates, proposals and justifications for funding requests. Providing technical reviews, peer reviews, and checking of designs, drawings, engineering analysis, and technical documents, specifications, and contract correspondence, ensuring documents are accurate and quality assurance processes were followed. Serving as Contracting Officer's Representative. Providing direct professional and programmatic advice to support office, other engineers and architects, and parks. Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will work from approximately 11.5 months out of the year, and you will be in a non-pay status for approximately 2 weeks.

Qualifications

All qualifications must be met by the closing date of this announcement-12/06/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount qualified specialized experience. Basic Requirements for CIVIL ENGINEER 0810--You must meet one of the following: A. Possess bachelor's degree (or higher degree) in engineering. To be acceptable, the curriculum must: 1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or 2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: a) statics, dynamics; b) strength of materials (stress-strain relationships); c) fluid mechanics, hydraulics; d) thermodynamics; e) electrical fields and circuits; f) nature and properties of materials (relating particle and aggregate structure to properties); and g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1) Professional Registration Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; 2) Written Test Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico; 3) Specified Academic Courses-- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A; or 4) Related Curriculum Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. -AND- Experience: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) managing Architecture/Engineering (A/E) contracts; 2) preparing the scopes of work and budgeting for Architecture/Engineering (A/E) and construction projects; 3) providing engineering advice for a broad range of facilities, primarily utilities and related infrastructure, and for related maintenance operations and activities; and 4) conducting reviews and inspections for compliance with applicable health and life safety codes, best practices, environmental standards during both design and construction. You must include hours per week worked. -OR- Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. -OR- Successful completion of a combination of education and experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
