The primary purpose of this position is to manage NORAD and USNORTHCOM Commands Security Program, serve as first level supervisor planning, directing, and organizing over 4 nonsupervisory GS-12s, 1 supervisory GS-9, including second level supervision for 2 GS-7s, 15 GS-6s, and overseeing day-to-day functions of 1 Canadian Provost Marshal (Major) assigned to the Commands.

Duties

Plans, organizes, and directs the activities of the NORAD and USNORTHCOM, Commands Security division, ensuring organization complies with legal and regulatory requirements and meets customer needs. Responsible for directing, developing, planning, and overseeing the Security Administration and training policy for both the North American Aerospace Defense Command and United States Northern Command. Exercises supervisory and personnel management responsibilities. Serves as security subject matter expert for the Chief of Staff and performs special projects as assigned. Represents NORAD & USNORTHCOM Command Security with a variety of installation and functional area organizations.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY).

  • Incumbent is required to obtain and maintain an Antiterrorism Level II certification.
  • This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes applied comprehensive knowledge of Executive Orders, DoDD, security principles, concepts, policies, directives, and instructions, and the ability to apply them independently to specific Information, Personnel, Industrial, Antiterrorism/Force Protection and Physical Security situations; applying knowledge of analytical methods for determining and evaluating vulnerability threats, intelligence data, and other specialized areas resulting in possible program compromise are required FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of analytical methods for determining and evaluating vulnerability threats, intelligence data, and other specialized areas resulting in possible program compromise are required. Extensive knowledge of state-of-the art security equipment, devices, practices, and procedures with all security disciplines for planning and implementing protective methods and security procedures are required. Skill in using personal discretion, interpretation, and judgment in applying DOD and other applicable directives to formulate, resolve, apply, or tailor security requirements for NORAD and USNORTHCOM. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for senior NORAD and USNORTHCOM, local, state, federal and non-governmental agency leadership used and decision-making. Skill to negotiate and defend ideas and concepts to support command missions, objectives and priorities. Ability to communicate effectively both orally and in writing to present, negotiate, and defend complex, sometimes controversial advice, positions, and issues and gain cooperation from others through technical competence, tact, courtesy, and diplomacy and the ability to influence, motivate, and work effectively with a broad cross-section of personnel, both internal and external, to the organization. Knowledge of personnel management, EEO, and safety and security regulations, practices and procedures and the ability to plan, organize, mentor, motivate, direct, and appraise the staff of a small organization, and to analyze, plan and adjust work operations to meet program requirements and objectives within available resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
