The Pharmacy Supervisor, Clinical fulfills the duties and responsibilities of direct supervisor of Clinical Pharmacy Specialists(CPS) assigned to them at the Austin VA Clinic and Cedar Park CBOC. As manager, this position is responsible for ensuring the CPS activities coincide with other pharmacy activities and overall goals and mission of Pharmacy Service.

Duties

Administrative / Supervision Plans, directs, and controls the comprehensive pharmacy services provided by the CPS assigned to them; manages the day-to-day operation and provides direct supervision of the pharmacy staff assigned to their sections; assists the Associate Chief, Clinical Pharmacy Services and Austin Outpatient Pharmacy Supervisor with other administrative functions or supervisory projects as assigned. Assists with interviews of prospective employees, makes selections, assigns personnel, and serves as a mentor to help employees develop their full potential. Conducts performance reviews (mid-term and end of year) and competency assessments in accordance with Human Resources requirements and specified deadlines. Writes functional and position descriptions and performance standards for the section. Recommends appointments and special advances, within-grade increases or disciplinary action to the Professional Standards Board or Chief of Pharmacy, as appropriate. Supervisors will communicate the VHA Strategic Plan to their employees through the development of performance standards. This will ensure a clear understanding of the priorities and how each employee will contribute to the overall VHA goals and objectives. Obtains, reviews and tracks work output, productivity and quality of performance measures. Use this information in strategic planning, performance appraisal, performance awards, or disciplinary action as appropriate. Establishes section goals and objectives consistent with department goals, and develops the operational plans and policies to achieve them. Assists the Associate Chief, Clinical Pharmacy Services and other pharmacy leadership in establishing and accomplishing the pharmacy's missions and goals. The incumbent approves or disapproves leave requests, formulates work schedules, performs timekeeping functions and ensures appropriate staffing for the work of the section. Ensures compliance with all DEA, FDA, VHA and VISN regulations and policies and TJC standards.. Supports the Medical Center EEO Program by Initiating affirmative EEO action in selection, detail, reassignment, training, award, career ladder hiring, engineering jobs, and developing models in EEO matters for the benefit of subordinates (supervisory and non-supervisory personnel). Recruits, develops and retains a diverse high-quality workforce to include the hiring of qualified minorities, women, and disabled candidates. Personally supports the EEO program and Special Emphasis events and encourages employees to attend and participate in EEO/diversity activities as well. Demonstrates a good faith effort to informally resolve disputes and/or EEO complaints at the earliest stage possible encouraging the use of the mediation process as appropriate. Assures the workplace does not permit discriminatory practices, sexual harassment, or a hostile environment. Ensures that all employees complete all mandatory EEO training. Collaborates with members of other services to negotiate, decide on and/or coordinate work-related changes affecting other services, advises Chief, Pharmacy Services and other Pharmacy Service Leadership of any impacts on such programs. Assures that qualified pharmacists are available to provide the critical functions of the section. Reviews activities within assigned area for compliance to standards of practice. Takes corrective actions on deficiencies and reports them to the Associate Chief of Clinical Pharmacy Services. Quality Assurance/Quality Improvement Routinely monitors performance and quality of services, and initiates corrective/improvement Participates in and assures participation of staff in the Clinical Care Review (CCR) program according to the OPPE and CCR Standard Operating Procedure. Identifies areas, services, or functions, which offer opportunities for improvement, and develops and implements plans to improve them. Reviews medication error reports, adverse reaction reports, incident reports and/or other reports of "system failure" with pharmacy staff. Works with staff to implement process changes to reduce medication errors that are most commonly reported. Works with providers to ensure compliance with national, VISN, and local initiatives. Monitors volume, completeness and timeliness related to pharmacy consults, notes, and encounters with appropriate staff follow up as necessary. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: Citizenship. Citizen of the United States. (Noncitizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.) Education. Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. Grandfathering Provision. All licensed pharmacists employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: Employees grandfathered into the GS-660 occupational series may be reassigned, promoted up to and including the full performance (journey) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions. Physical Requirements. See VA Directive and Handbook 5019. English Language Proficiency. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Preferred Experience: >5 years Clinical Pharmacy Practitioner experience Leadership Experience Experience in Anticoagulation Management Grade Determinations: In addition to the basic requirements for employment above, the following criteria must be met when determining the grade of candidates. GS-13 Pharmacy Supervisor, Clinical Experience: In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level. Assignment: Responsible for the professional and administrative management of an assigned area in pharmacy service, to include budgetary execution. Such individuals have responsibilities for supervising multiple pharmacists and technicians. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals. Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. Develops policies and procedures relative to their assigned area. Knowledge, Skills, and Abilities. Pharmacists assigned to this position must demonstrate the following knowledge, skills and abilities (KSAs): A. Ability to effectively supervise subordinate staff. B. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. C. Expert understanding of regulatory and quality standards pertaining to pharmacy. D. The actual grade at which an applicant may be selected for this vacancy is a GS-13.
