The primary purpose of this position is to serve as an Electrical Engineer for the 668th Alteration and Installation Squadron, performing engineering designs, project programming, project management/monitoring duties and improvement projects of real property facilities and infrastructure, including utility systems in support of a military installation.

Duties

Performs planning and design work for substantial multi-phase new construction, renovations, and improvement projects for real property facilities, including utility systems, utilizing a professional knowledge of electrical engineering. Manages projects for new construction, renovations, and improvements to real property facilities and maintains surveillance over construction contractors utilizing a professional knowledge of electrical engineering and knowledge of other engineering and architecture disciplines to ensure overall compliance with contracted specifications, schedules, etc. Plans, programs, budgets, and executes required projects in support of assigned programs. Performs work in facilities operations and maintenance (O&M) functions. Provides consulting services and project coordination. Collects data and evaluates factors which affect the application of concepts, principles, theories, and methods required to observe, examine, measure, analyze, map, and describe physical and technical features and phenomena. Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.

• The work is split between office/TDY assignments. There may be some walking or bending involved in activities. However, incumbent is expected to work in a TDY status at remote foreign sites, with limited conveniences.
• Remote TDY assignments may be several days duration with recurring frequency of assignment within the year.
• Physical demands, while TDY, may involve some degree of physical work such as climbing ladders, crawling in attic spaces and inside duct work, and exposure to high noise level power plants.
• The employee may be required to work other than normal duty hours, which may include evenings, weekends and/or holidays.
• Work is performed in an office environment with occasional travel to conduct site surveys at various (O)CONUS locations. May be required to travel by commercial or military aircraft, on weekends and during nonduty hours while TDY.
• Polygraph: Incumbent may be required to undergo a counterintelligence-scope polygraph examination.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. BASIC REQUIREMENTS: 0850 ELECTRICAL ENGINEER Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
