Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental, Office of the Regional Director, National Offshore Training Center, Training Center Operations Section in Jefferson, LA. At the full performance level (GS-12) the major duties of this position include, but are not limited to the following: - Administers technical training delivery and training location staging to promote the successful completion of technical training requirements. Coordinates schedules, materials, and pre- and post- training activities. - Administers training and development programs that are responsive to the short- and long-range needs of the BSEE program offices. In determining training needs of various organizations, consults with management officials to ascertain desired performance outcomes, studies actual employee performance/production, and evaluates studies to identify skill deficiencies. Based upon findings, develops responsive training programs to meet the training need. Discusses proposed programs with management officials to assure that training properly addresses performance problem, and that proposed program is feasible in terms of time frame, manpower, budget, man-hours, and facilities. - Organizes the development, distribution, and evaluation of training completion satisfaction surveys to determine employees' interest for curriculum development, better course delivery, and participation. - Based on collected data, provides NOTC management with guidance and recommendations in support of the administration of technical training and knowledge transfer activities. Identifies alternative training delivery methodology in support of technical training program objectives and outcomes. - Provides technical advice and assistance to various levels of management, e.g., determining the training requirements; the sources of training; the planning necessary to meet requirements; curricula; instructional methods and techniques; facilities; equipment; design and presentation of training; and the evaluation of results. Develops policy, instructions, and procedures governing the overall training program. Provides guidance and help to supervisors in planning job-related career development activities for employees. - Performs technical training content delivery and supports front end analysis, market research, and cost benefit formulation reports. - Administers the input and accuracy of the technical training completion data in the Bureau's electronic system of record. Provides guidance and support to management, stakeholders, supervisors/team leads, project managers, and personnel in the use and availability of the electronic system of record. - Serves as a Level II contracting officer representative (COR) and acts as COR on training-related contracts. The Bureau of Safety and Environmental Enforcement has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 3457, is the exclusive representative of all employees in this bargaining unit. Salary Information GS-07: $46,696 (Step 1) - $60,703 (Step 10) GS-09: $57,118 (Step 1) - $74,250 (Step 10) GS-11: $69,107 (Step 1) - $89,835 (Step 10) per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements: To qualify for this position, you must meet the (1) Basic Requirements AND (2) Specialized Experience for the series/grade to which you are applying. (1) Basic Requirements Basic Requirement for Training Specialist (1712): You must meet the description in either A or B below to qualify for this position. A. Education: Undergraduate and Graduate Education: Major study -- Education or a subject area related to the position to be filled. -OR- B. Experience: Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. In addition to the above requirements, you must meet the specialized experience and/or education for the grade and series to which you are applying. -AND- (2) Minimum Qualifications GS-07: A. Education: Completion of one full year of graduate level education or a bachelor's degree with superior academic achievement*. -OR- B. Combination of Education and Experience: A qualifying combination of specialized experience and post-high school education in excess of the first 36 semester hours (i.e., credits received beyond the second year) that totals 100% of the experience requirement. *Additional information regarding Superior Academic Achievement (S.A.A.): http://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-policies/#url=e4f -OR- C. Specialized Experience: To qualify for the GS-07, you must possess at least one full year of specialized experience equivalent to at least the GS-05 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Maintaining course files and records; AND 2. Sorting data in logical and sequential order for report development. GS-09: A. Education: Master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related. -OR- B. Combination of education and experience: A combination of education and specialized experience, which when combined, equal 100% of the qualification requirement. Only directly related education in excess of the first year of progressively higher-level graduate education toward a Master's or the equivalent graduate degree may be used toward this combination (example: 1.5 years in a Master's program (50%) plus 6 months of specialized experience (50%) = 100%). -OR- C. Specialized Experience: To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to at least the GS-07 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Coordinating schedules, materials, and training activities; AND 2. Providing administrative and emergency guidance to groups of meeting/training attendees; AND 3. Managing metrics and evaluation data for analysis. -OR- GS-11: A. Education: Ph.D. or equivalent doctoral degree OR Completion of three (3) full years of progressively higher-level graduate education leading to a Ph.D., LL.M or equivalent degree, if related. -OR- B. Combination of education and experience - A combination of education and specialized experience, which when combined, equal 100% of the qualification requirement. Only directly related education in excess of the first two years of progressively higher-level graduate education toward a doctoral or the equivalent graduate degree may be used toward this combination (example: 2.5 years in a doctoral program (50%) plus 6 months of specialized experience (50%) = 100%). -OR- C. Specialized Experience: To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Assisting in documenting and verifying training records using a Learning Management System (LMS); AND 2. Developing reports of data for analysis; AND 3. Communicating identified training deficiencies and providing recommendations for resolution.
