As the Assistant Program Coordinator, the incumbent is assigned to the Atlanta VA Health Care System and coordinates services provided to homeless veterans treated in the Healthcare for Homeless Veterans Program (HCHV) within the Community Resource and Referral Center (CRRC) program. This position provides supervisory clinical and administrative management of social work services and other non social work professionals in the CRRC Program.
Duties
As the Assistant Program Coordinator of the Community Resource and Referral Center (CRRC), you will work with community agencies, as well as, VA clinical staff to provide services to homeless Veterans. This responsibility encompasses a broad range of activities monitoring and assigning national hotline call follow up, monitoring and assigning consults for completion, coordination of outreach and education to VA and non VA partners regarding available services, assessment and referral coordination for homeless Veterans across both VA and non VA services. The full range of administrative services coordinated include direct staff supervision of journey social workers and peer specialists, administrative services, human resources, labor-management relations, information technology and training, program development and evaluation, space allocation, and quality improvement activities. The position also requires direct contact and collaboration with the VISN 7 Network Homeless office, VACO HUD-VASH office, VBA, and Various Community Partner Agencies.
Major duties include but are not limited to:
Supervise a subordinate staff of 3 Journey Social Work Supervisors, 1 GS-12 Coordinated Entry Specialist and 1 Peer Specialist as well as any additional staff as needed.
Serve as Acting HUD VASH Coordinator, in the their absence.
Serve as administrative liaison to senior management and has the delegated authority to speak for and act on behalf of the CRRC Program Coordinator on all administrative matters pertaining to the CRRC.
Assist in planning, establishing, and implementing policies and procedures; developing individual or group goals and objectives as well as monitoring, operating, evaluating, coordinating, and overseeing the social work staff of the assigned programs.
In collaboration with Human Resources, tracks licensure for social workers, including continuing education requirements, license renewal and other requirements social workers must meet to deliver appropriate care. Ensures that unlicensed social workers have access to clinical supervision for licensure. Also oversee orientation of new clinical staff regarding social work functions.
Assure the social workers and other professionals whom they supervise are trained, aware of, and adhere to all current directives of VHA, State licensure standards, CARF, and VA-OIG expectations.
Supervise staff in many areas of the health care system, therefore must be familiar with The Joint Commission's Standards, Hospital Standards, Nursing Home Standards, CARF, and Home Care Standards.
Conduct ongoing intensive reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by governing bodies.
Participate in all assigned supervisory meetings to include individual, team huddles, and will participate in, both social work and matrix, staff meetings.
Participate in program evaluation, quality assurance, and customer satisfaction activities and develop performance improvement plans to improve measures and outcomes.
Participate in continuous survey readiness through ensuring staff competency folders are up to date with required documentation. Reports, PI projects, and other documentation required for accreditation are kept current and up to date.
Establish guidelines and performance expectations for staff, clearly communicated through the formal employee performance management system.
Observe workers' performance, demonstrate and conduct work performance critiques, provide informal feedback, periodically evaluate employee performance and complete annual evaluations for assigned staff.
Work to resolve informal complaints and grievances, develop work improvement plans, and recommend personnel actions as necessary.
As the supervisor, provide advice and counsel to workers related to work and administrative matters.
Invoke disciplinary measures as appropriate to the authority delegated in this area.
Complete all required supervisory duties to include Time and Leave (T&L) for assigned staff and assigned back up T&Ls, review and approve or disapprove leave requests.
Maintain administrative and clinical responsibility for effective and efficient program operation. This responsibility encompasses a broad range of activities including strategic direction, business planning, program development, quality management, organization and implementation of initiatives for homeless Veterans.
Oversees and provides the coordination and assignment of social work staff in assigned unit during disasters, drills and emergencies when indicated.
Work Schedule: 8:00am - 4:30pm; 8:30am - 5:00pm Monday through Friday

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Have a Master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A Doctoral degree in social work may not be substituted for the Master's degree in social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the Master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C.7403(f).

Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.
GS-12 Social Worker (Program Coordinator)
Experience and Education: One year experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-Master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification: Individuals assigned as Social Worker (Program Coordinator) must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities(KSAs): In addition to the experience above, the candidate must demonstrate all of the following KSAs:
Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring.
Knowledge and ability to write policies, procedures, and/or practice guidelines for the program.
Ability to supervise multidisciplinary staff assigned to the program.
Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
Ability to provide training, orientation, and guidance within clinical practice.
Assignment: For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. Program coordinators at the GS-12 grade level are administratively responsible for a clinical program providing treatment to Veterans in a major specialty area, such as but not limited to: Spinal Cord Injury, Homeless Continuum Veteran Program, Hospice and Palliative Care Program, Suicide Prevention Program, Veterans Justice Outreach, Caregiver Support Program and Community Nursing Home Program. The program coordinator may be the sole practitioner in this specialty at the facility and typically provide direct patient care services in the program area. The program coordinator oversees the daily operation of the program, develop policies and procedures for program operation, and prepare reports and statistics for facility, VISN, and national use. They may be responsible for the program's budget, developing and monitoring staff compliance with practice, standards and guidelines on documentation, workload, data entry, ethical practice and service delivery. The program coordinator provides analysis and evaluation of clinical program data and computerized programs to identify system-wide trends and needs to enhance the quality of service. They may be responsible for, or contribute to, the program's resource and fiscal management, monitoring control points developing the annual budget, operating within that budget, and accounting for appropriated funds. The program coordinator is administratively responsible for the clinical programming and prepares reports and statistics for facility, VISN, and national use. They provide leadership, direction, orientation, coaching, in-service training, staff development, and continuing education programs for assigned staff. They initiate and conduct a variety of program or service audits and complete designated clinical practice audits and reports, including productivity assessments. They oversee program operations and evaluations, identifying areas for improvement, gathering relevant data, assessing the data, developing and implementing ideas for improvement and evaluating efficacy of improvement efforts.]

The full performance level of this vacancy is GS-11. The actual grade at which an applicant may be selected for this vacancy is GS-12.
Physical Requirements: The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, training rooms, and libraries. The work area is adequately lighted, heated, and ventilated. The incumbent must also work outdoors in all types of weather. There may be occasional exposure to moderate risks or discomforts in storage areas or hazardous waste sites. The work is primarily sedentary, although some physical effort may be required, e.g., walking, standing, climbing ladders, stooping, kneeling, and carrying light items such as manuals, or briefcases, or driving or traveling by motor vehicle.
