This National Guard position is for a HR SPEC (EMPL BEN) (Title 5), Position Description Number T5028000 and is part of the HRO located in Draper, with the Utah National Guard. *Your resume must reflect in detail how the duties and responsibilities under each position you have held with each employer meets the below listed general and specialized experience required for the position. **Must include beginning and ending dates of employment stated as MM/YYYY; and total hours worked per week in order to determine part time vs. full time credit. BASIC QUALIFICATION REQUIREMENTS: Skilled in collecting and analyzing data effectively, efficiently, and accurately; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; Skilled in presenting formal training presentations and briefings; Ability to assess body language and perceive emotional and/or distress levels; and, Skilled in applying procedures and directives by reading and interpreting program material. SPECIALIZED EXPERIENCE GS 9: Posses at least 24 months of experience that prepared the applicant to duties of the position: Knowledge and understanding of health insurance, leave, Thrift Saving Plan (TSP), physical capability requirements and the Federal Employees Compensation Act (FECA). Ability to provide Social Security advice, interpretation of Office of Personnel Management (OPM) and National Guard Bureau(NGB) regulations on political activity and standards of conduct. Ability to perform analyzes, interprets and clarifies policies, directives and other issuance by OPM, NGB, and DoD for statewide application. Ability to accurate and timely processing of personnel actions, Notification of Personnel Action (SF-50) for separations, within-grade increases, awards, etc., to include completion of supporting forms, records and documents Skilled to perform internal audits of personnel actions processed to ensure compliance with regulatory and legal requirements. Ability to perform maintenance and security of the Official Personnel Folders (OPFs) ensuring that content meets regulatory requirements and are safeguarded under the Privacy Act of 1974. SPECIALIZED EXPERIENCE GS 11 Posses at least 36 months of experience that prepared the applicant to duties of the position: Knowledge and understanding of health insurance, leave, Thrift Saving Plan (TSP), physical capability requirements and the Federal Employees Compensation Act (FECA). Education

A high school diploma or general education development (GED) diploma is required.

An undergraduate degree from an accredited college/university is desired.

A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
