Duties

WHAT IS THE TAS - TAXPAYER ADVOCATE SERVICEDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Taxpayer Advocate Service (TAS) EDCA ITS, Technical Analysis & Guidance (TAG) The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Develops complex statistical tests and models to perform global security reviews of TAS's employees IDRS usage. This review provides summary information of IDRS usage in TAS for specific command codes identified as containing particularly sensitive taxpayer information. Collects IDRS data quarterly and annually through queries of the IDRS Online Reports Services (IORS) system. Determines when data trends from statistical modeling and analysis indicate command codes are being used incorrectly. Works with Subject Matter Experts (SMEs) to identify specific command codes for analysis based on knowledge of the SMEs and the incumbent. Accesses global usage data for all TAS employees through IORS, including PII information and determines if there are any anomalies that indicates misuse by employees. Develops statistical models, statistical testing, and trend analysis to determine if command codes are being used correctly. Independently determines when to elevate sensitive IDRS misuse issues to upper management and executives without including direct management due to possible PII concerns. Ensures compliance with IRM requirements regarding IDRS usage and reports to senior managers and executives TAS-wide regarding compliance with these requirements. Prepares IDRS usage reports quarterly and annually to share with TAS senior managers and executives itemizing issues with specific employees' IDRS usage. Works directly with TAS senior managers and executives to provide sensitive information regarding specific employee IDRS usage and areas that indicate inappropriate usage. Recommends solutions to issues or concerns in problem areas identified ranging from new training courses to potential termination to TAS' executive leadership. Meets with top-level managers, directors, and executives within TAS and the IRS to define the overall goals and objectives of the project. Prepares action plans and schedules for various phases of project accomplishment, both short and long-range; ensures that plans are consistent with Departmental, TAS and IRS goals, schedules, and policies.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-13 LEVEL: Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal Service. Examples of specialized experience includes: Experience leading major project assignments and risk assessments that require a wide range of statistically valid analytical and evaluative methods and techniques, both qualitative and quantitative, sufficient to accomplish complex projects or assessments broad in scope and magnitude. Experience with a range of laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned project or study; Experience with management principles and processes to perform project management duties to effectively coordinate and integrate project objectives and recommendations with key line and/or staff functions of the Service; Experience communicating effectively both orally and in writing; Experience with IDRS, IORS, Excel, and statistical software to provide analysis and recommendations for action to management concerning IDRS system access and usage by employees. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
