You will serve as the Facilities Management Division Director at the Key West Public Works Department of NAV FACILITIES ENGINEERING COMMAND SE.

Duties

You will assign tasks and priorities for employees to accomplish a facility department's business goals. You will represent an organization in meetings to provide and exchange information related to communication systems and critical infrastructure planning and programming support. You will prepare reports to document progress of active facility projects. You will review operations of an organization in terms of effectiveness, efficiency, budget, and compliance with facility requirements to meet mission directives. You will aid with the planning, organization and performance of program management reviews.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • You will be required to wear personal protective equipment such as protective headgear and hearing protections and observance of safety precautions are required.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to obtain and maintain a current valid United States drivers license.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Supervising personnel, performance appraisals, award nominations, disciplinary actions, mentoring, and leading a team to meet mission goals; 2) Utilizing labor and non-labor funding controls, funding prioritization, and advocating for facilities project funding; 3) Developing facilities maintenance requirements, tracking requirements, and prioritizing facility repair projects; 4) Managing unplanned maintenance (emergency/urgent/routine), planned maintenance (preventative maintenance program) Condition based maintenance programs; 5) Coordinating and developing project planning documentation, 1391s and associated documentation, safety and non-safety site approvals; and6)Administering installation development plans, class I and class II real property inventory, space management, and encroachment management.
