The primary purpose of this position is: to serve as the senior budget analyst and principal advisor to the Contracting and Financial Management Branch and IT Enterprise Resources and Plans Division; providing advice on financial accounting systems policy and procedures and developing and implementing budget execution policy, procedures, and systems to administer.

Duties

Performs budget formulation procedures/processes involving independent assessments and preparation of complex detailed analyses, budget estimates, special reports, and other documentation for a segment of the Command's budget. Ensures proper execution of a segment of the USSTRATCOM budget as authorized and appropriated by Congress. Provides financial advisory services for a segment of the agency budget. Uses automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments.

  • The employee may be required to work other than normal and varying duty hours which may include off-duty hours on call, extended work hours (i.e., 12-hour shifts), evenings, weekends, and/or holidays
  • Overtime and/or emergency overtime may be required
  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with this certification program

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. This is a developmental position with known promotion potential to the target position of 8F-23818-CPD (Budget Analyst, GS-0560-12). Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document/core document. SPECIALIZED EXPERIENCE FOR GS09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes detailed, intensive knowledge of the policies, precedents, goals, objectives, regulations, and guidelines of financial oversight, budget formulation and budget execution sufficient to analyst and evaluate continual changes in program plans and funding and their effect on financial and budget program milestones; and analyze financial and budgetary relations to develop recommendations for financial and budgetary actions. SPECIALIZED EXPERIENCE FOR GS11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes detailed, intensive knowledge of the policies, precedents, goals, objectives, regulations, and guidelines of financial oversight, budget formulation and budget execution sufficient to analyst and evaluate continual changes in program plans and funding and their effect on financial and budget program milestones; and analyze financial and budgetary relations to develop recommendations for financial and budgetary actions. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of basic principles of the classified titled or related field. Skill in communicating factual and procedural information clearly, orally and in writing. Ability to learn basic techniques of the classified title. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Ability to plan and organize work, and consult effectively with co-workers. SPECIALIZED EXPERIENCE FOR GS12: Knowledge of a wide range of principles, concepts, and practices of Information Technology sufficient to perform difficult and complex work assignments. Knowledge of quantitative and qualitative analysis and investigative techniques in order to synthesize data, evaluate significant factors, and recommend ways to improve the effectiveness and efficiency of work operations. Knowledge of major issues, program goals and objectives, work processes, and administrative operations of the organization and occupation sufficient to plan, schedule, and conduct analyses and occupational projects. Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources. Skill in applying the principles, concepts, and practices of the occupation to new methods, approaches, and/or procedures. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in an appropriate manner with peers and management. Ability to learn and apply analytical and evaluative methods and techniques to accomplish complex work assignments in the subject-matter field. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to budget formulation and financial management. Knowledge of the mission, roles, functions, organizational structures, and operation of DoD and USSTRATCOM organizations pertaining to budget formulation and financial management to provide guidance to command-wide resource advisors. Knowledge of revolving funds and annual and multiple-year appropriations; their characteristics, uses, applications, and data structures. Knowledge of the DoD Planning, Programming, Budgeting, and Execution process and its products, terminology, and guidance documents, including DoD budget and financial management regulations, OMB Circulars, and Congressional legislation. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. Ability to plan, organize, mentor, motivate, and direct subordinate teammates in the use of automated data processing concepts, systems capabilities, and economic usages to effectively complete assignments. OR EDUCATION: I have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as accounting, finance, economics, organizational management, or related field of study. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: : A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
