This position is a Visitor Services Specialist (Fee Coordinator), GS-0025-9 working in Chincoteague, Virginia for the R5-Chincoteague National Wildlife Refuge as the Team Leader for the Refuge's Fee Program. Duties

As a Visitor Services Specialist (Fee Coordinator) your duties will include but are not limited to the following: Recognize and institute correct procedures for collection of fees in the field and train/lead others to accomplish that task in accordance with applicable laws and regulations. Handle cash, checks, and credit cards to accurately complete standard mathematical calculations and make change under stressful conditions. Operate electronic cash register, credit card machine, point of sales system, money counter, calculator, photocopy machine, typewriter, automated fee machine and computer. Review, develop and implement fee collection Standard Operating Procedures (SOPs) that ensure the integrity and accountability of the fee collection program. Use, maintain and analyze financial accounting software (e.g., Quicken) to track and reconcile pass sales. Maintain and control the inventory of Refuge passes, Duck Stamps and Interagency Passes. Lead and train other employees and candidates for volunteer programs. Develop work SOPs and projects for work unit and coordinate activities with other refuge personnel. Use social media and local media (Facebook, Instagram, Twitter, local papers, etc.) to keep the public aware of programs and activities. Give presentations both with and without a variety of audiovisual and other equipment. Develop and implement SOPs for visitor services programs. Decipher regulations and policies related to natural resource management, visitor use activities and fee collection. Develop statements of work, conduct market research and prepare procurement packages for use in contracting for public use activities and facility enhancements. Assist with issuing and monitoring special use permits and concession contracts for wildlife-dependent recreation activities, special events or activities. Develop environmental education and interpretive programs. Create websites, handouts, power points, on-line courses. Incorporate ecological relationships and habitat needs into environmental education and interpretive programming.

Qualifications

Only experience and education obtained by 12/08/2023 will be considered. In order to qualify for this position, you must possess the Minimum Qualification: Minimum Qualification GS-9 I possess at least one year of specialized experience equivalent to the GS-7 grade level in the Federal service. I have experience such as: oversight, coordination and accountability of a fee collection program; development of educational or interpretive programs and educational or interpretive materials (pamphlets, exhibits, signs, etc.); presenting interpretive programs such as orientation talks, environmental education programs, walks, or demonstrations; recruitment, training, or coordination of volunteers; and serving as a liaison to community organizations, visitors, the media, or other interest groups to provide information and answer routine questions. OR I possess at least two full academic years of progressively higher-level graduate education in a major field of study in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, or other closely related subjects pertinent to the management and protection of natural and cultural resources. You must submit a copy of your college transcripts, OR I possess a combination of experience and education, which when combined, equals 100% of the requirement. (To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours. Then, take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must submit a copy of your college transcripts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
