The Equal Opportunity Employment (EEO) Assistant, GS-0361-07, is located under the Office of the Medical Center Director at the Martinsburg VA Medical Center and provides technical, clerical, and administrative support for all activities of the EEO program.

Duties

The EEO Assistant, GS-0361-07, supports all activities of the EEO program including program development, administration, evaluation and/or advisory functions, and provides support and advice to supervisors and employees on EEO matters. Duties for the position include but are not limited to: Assist in the development of EEO program components (special emphasis programs, drafting reports, collaboration with other medical center staff and EEO officials throughout the administration) Serve as one of the key Martinsburg VAMC spokespersons for all protected groups within the local community Assist in the recruitment of targeted qualified minorities, women, and disabled persons for placement Interact with complainants in the EEO process, employees of the facility, higher level officials at the facility or VISN, Office of Resolution Management, Office of Employment Discrimination and Complaints Adjudication, District Counsel, Regional Counsel, and the EEO commission Assist in program analyses and developing statistics upon which realistic affirmative action goals can be based Assist with the development and maintenance of civil rights and external EEO compliance programs for the facility Provide advice and assistance to facility managers, supervisors, committees, employees or applicants on legal and procedural EEO program issues Assist in the coordinating or initiating all EEO training for the facility Assist in identifying EEO training needs Explain the discrimination complain process for EEO complainant, advise the complainant of their rights and responsibilities in the process Assist in identifying potential or actual problem areas, discusses with officials and recommends actions to EEO Manager to prevent or resolve problem, conflict, or issue Arrange for conferences, mediations, meetings, seminars, and training sessions ensuring space, equipment and supplies are available Other duties as assigned Work Schedule: Monday - Friday; 8:00 a.m. - 4:30 p.m.; Subject to change to meet the needs of the service Telework: Available in accordance with Agency policy Virtual: This is not a virtual position Position Description/PD#: Equal Opportunity Assistant/PD086410 Relocation/Recruitment Incentives: Not Authorized Financial Disclosure Report: Not required

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/13/2023 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing technical, clerical, and administrative support activities; provide support and advice to supervisors and employees on EEO matters; knowledge of Federal EEO regulations, principles, compliance and enforcement skills; development of special emphasis programs; complete program analyses and develop statistics; Identifying training needs; arrange conferences, mediations, seminars and training sessions.
