VA Central California Health Care System has a detail/temporary promotion opportunity to a GS-12 Administrative Officer position not to exceed 120 days.

Detail: A temporary assignment to a different position with no change to pay.
Temporary Promotion: A temporary assignment to a higher graded position in which the employee receives the higher graded salary for the period assigned. Applicants must meet the time-in-grade and specialized experience listed below.
Duties
Primary Purpose: The Administrative Officer for Research and Development reports to the Associate Chief of Staff for Research and Education and is responsible for managing, coordinating and facilitating all aspects of the research programs at the VA Central California Health Care System.
As the Administrative Officer, you will:
Responsible for the initial review of all new VA directive, handbooks, and regulations, VHA and otherwise, which affect research; discern implications and needed changes in order to these handbooks, directives, and guidance; and develop plans for such implementation as well as draft Health Care System Memoranda and/or Standard Operating Procedures to explain and delineate the implementation of an changes
Keep abreast of accreditation requirements as required for the Human Research Protection Program; organize the institution's response to any inspections or documentation/reports required by accrediting bodies; and develop plans supporting HCSMs and SOPs required by accreditation standards
Responsible for the preparation of required documents for review of protocols by the Institutional Review Board (IRB) and Research and Development Committee; serve as back-up to the IRB liaison; and responsible for the development and implementation of educational ventures of researchers and research staff, fulfill VA obligations and to provide relevant and crucial information to researchers and research staff
Oversee all VA fund control points assigned; ensure expenditures come from and go to the appropriate accounts; work with staff on utilization of funds for projects; serve as liaison and work with any VA nonprofit research and education corporation; may serve as fund control clerk for a variety of research funds, but may also serve as an approving official depending on service needs; formulate and execute budgets plans; and develop mechanisms for reimbursement from funded studies
Develop plans for the utilization of any space and secure space for research protocols for staff
May be required to respond to requests for information from various parties
Educate staff regarding VA regulations, directives, and handbooks
Discern program and education needs; and propose and develop plans or programs to address any identified deficiencies

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience includes: Must have experience applying VA policies and regulations that govern research within and outside the VA (includes, but not limited to guidelines and standard emanating from the FDA, Joint Commission, the Office of Human Research Protections and other regulatory bodies); Familiar with the fundamental operations of Institutional Review Board and research committees both within and outside the VA, and the process for submission of research proposals; Implement and oversee all budget and fiscal activities for an office including human resource management, strategic planning and program management and evaluation; Exercises appropriate controls to evaluate effectiveness of work output in meeting goals and objectives; and ensures compliance with all applicable accrediting organizational standards; Identify problem and potential problem areas based on daily observance or studies; Analyze and measure the effectiveness, and efficiency of administrative programs; and develop recommendations for improvement to supervisor and other managers.

Physical Requirements: The work is primarily sedentary, but does demand some walking and bending. Light lifting may be required, but there are no special physical demands required for the position. There may be travel within the United States for research related meetings and education with the associate physical demands inherent in traveling.
