The Health System Specialist provides administrative management support to the Associate Chief of Staff, Mental Health Service Line including representing, coordinating, and directing administrative matters. Encompasses administrative and budget management, program administration, accreditation program administration, and quality/productivity goals of Mental Health Service Line.

Duties

Duties include, but may not be limited to the following: Knowledge of VA regulations, medical center policies, memos, bulletins, organizational structure and functions and provides ongoing training and assistance to new and incumbent personnel. Plays a central role in developing and coordinating internal review systems to assure that both clinical and administrative activities are in compliance with agency, accrediting, and regulatory requirements. Develops both long and short-range policies and plans for the service by coordinating the administration needs of the service(s) for which accountable. Advises the MHSL Chief/ACOS, Associate Chiefs, and supervisors as to the status and availability of funds. Incumbent represents management at labor management meetings, provides information, and resolves conflicts and/or problems that may arise and assures management officials are familiar with the negotiated agreement. Duties encompass overseeing administrative staff in assignment/completion of administrative duties. Provides administrative management support to the MHSL Chief/Associate Chief of Staff (ACOS) and is authorized to represent the MHSL Chief/ACOS in administrative matters and, as necessary, to coordinate and direct such matters with other clinical and administrative services as well as other VA and non-VA facilities. Generates required reports for the MHSL Chief/ACOS, Chief of Staff, and the VISN. Serves on committees as appointed. Develops, evaluates, and modifies organizational structure and systems to achieve program goals. Prepares and assembles charts, data, reports, narrative, and statistical materials that are provided for justification for the budget. Assignments typically involve using qualitative and quantitative analytical techniques. Reviews fund requests from service staff for adequacy, completeness, and conformance with procedural and technical requirements. Incumbent is responsible for initial development, monitoring, and reporting on internal controls taken to eliminate or reduce the possibility of fraud, waste, and abuse. Maintains budget control records and assures that funds are used in accordance with the operating budget. Serves as a liaison with the local servicing finance office in maintaining and reconciling budget allocations. Discusses, investigates, and responds to employee grievances and dissatisfactions to resolve conflicts. Develops, formulates, and provides all essential data for the annual budget forecast for submission to the MHSL Chief/ACOS, based on studies of past expenditures, knowledge of service requirements, program plans, and workload forecasts. Responsible for personnel management functions including recruitment, classification, staffing, employee relations, the performance appraisal process, employee awards, pay/leave administration, training, travel, EEO programs, workman's compensation, and performing necessary research related to human resources management issues. Knowledge of the organization pertaining to areas of responsibility, channels of communications, and delegation of authority. Develops the need for and maintains an awareness of available resources and makes recommendations to Mental Health management regarding needs, distribution, or redistribution of these resources. Plans and carries out projects to improve the efficiency and productivity of the service and employees in administrative support activities. Assists and informs MHSL leadership on administrative policies, resource utilization, and workload projections within the MHSL programs. The HSS uses judgment in choosing, interpreting, or adapting available guidelines to specific issues or subjects studied. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday through Friday - 8:00 a.m. to 4:30 pm. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/15/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-07. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Health System Specialist. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. ~OR~ Education: Successfully completed a master's or equivalent graduate degree, successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, LL.B or J.D in a related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. ~OR~ Combination: Combinations of successfully completed graduate level education (beyond the first year) and specialized experience as described above, to meet the total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position (i.e. hospital administration, public health administration, or related fields such as course work in health care administration). This education must have been obtained in an accredited college or university. To qualify for this position at the GS-11 level, you must meet one of the following: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Health System Specialist. Physical Requirements: The work is primarily sedentary; although, some slight physical effort is required. Accompanying HPTs through the medical site or clinical training site may be required. Stamina and concentration to meet crucial deadlines is required. The work is performed in a typical office environment located in a health care facility. The work environment involves everyday risks and discomforts that require normal safety precautions. The responsibilities of the position require occasional travel and may subject the position to various resultant environmental changes.
