The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.
Duties
The National Intelligence Council (NIC) consists of the most senior and expert intelligence analysts supporting the Director of National Intelligence (DNI) in carrying out responsibilities as the head of the Intelligence Community (IC) and as the principal adviser to the President for intelligence matters related to national security. The NIC produces a variety of all-source, IC coordinated intelligence reports, including its flagship product, the National Intelligence Estimate, which represents the Intelligence Community's most authoritative statement on a key national security issue.
Serving as the Principal Deputy NIO, advise and provide expert assessments to the DNI on the Near East and North Africa in support of the DNI's role of principal intelligence adviser to the President.
Orchestrate and direct Community-wide and long-term strategic analysis of issues including managing the production and coordination of NIEs and other Community papers (IC Assessments, IC Briefs, and Sense of the Community Memoranda) concerning the Near East and North Africa.
Prepare and coordinate background papers and briefing books for the DNI's participation in National Security Council Principals Committee, Cabinet meetings and Congressional testimony.
Establish and sustain a professional network with IC analysts, analytic managers, and collection managers on the Near East and North Africa.
Brief senior IC members, policy makers, military decisions makers, members of Congress, and other major stakeholders as necessary.
Review and analyze research and production plans of the Community's analytic components, identify redundancies and gaps, direct mitigation strategies to address gaps, and advise the DNI on gaps and shortfalls in analytic capabilities across the IC.
Establish and foster liaison relationships with academia, the business community, and other non-government subject matter experts to ensure the IC has a comprehensive understanding of the Near East/North African issues.
Represent the National Intelligence Officer for the Near East in his/her absence at internal and external forum.
Lead, manage, and direct a professional level staff, evaluate performance, collaborate on goal setting, and provide feedback and guidance regarding personal and professional development opportunities; manage contracting staff and help oversee manage the NIO/NE budget.
Maintain effective working relationships with other ODNI and IC components and other government agencies to address issues that span multiple mission or program areas.
Brief, liaison with, and coordinate requirements or actions with counterparts at other IC agencies, the National and Homeland Security Councils, White House staff offices, Commands, and other USG organizations.
Develop and maintain working relationships with senior ODNI officials and, as necessary, principals throughout the intelligence policy communities: identify issues and developments with internal and external peers, communicating regularly to exchange subject information.
Qualifications
Mandatory Requirements:
Recognized expertise of Near East and North Africa analysis and of the IC's Near East and North Africa analytic community; and have the ability to lead IC production on the Near East and North Africa.
Exceptional organizational and management skills with proven ability to effectively plan, lead, and implement complex analytical projects. Ability to work with and represent the community when analytic views differ among agencies.
Outstanding interpersonal skills and ability to work effectively, independently, and in a team or collaborative environment.
Strong oral and written communication skills, including ability to clearly convey complex information to audiences to all levels of expertise on military issues.
Proven critical thinking and reasoning skills, and the ability to prepare finished intelligence assessments and other written products with emphasis on clear organization, and concise and logical presentation.
Strong knowledge of and ability to apply analytic, diagnostic and qualitative techniques sufficient to produce authoritative finished intelligence products, and the ability to employ new methodological approaches to analyze information.
Knowledge and familiarity with collaborative tools such as Intellipedia, SharePoint, and on-line Communities of Interest.
Expert leadership and managerial capabilities, including the ability to effectively direct taskings, assess and manage performance, and support personal and professional development of all levels of personnel.

Desired Requirements:
Bachelor's degree or equivalent experience as determined by mission specialty area.
