Serves as a Supervisory Inventory Management Specialist for expendable (EX) assets/material in a VA Health Care System (VA HCS) and supported catchment area. Supervises multiple supply series of consumable medical supply/inventory used in the healthcare system as well as the micro-purchase program.

Duties

Duties include, but may not be limited to the following: Responsible for the inventory management, control and distribution of expendable inventory. Ensure maximum effectiveness in the management of inventories. Has oversight and accountability of the management plan for the commodity program. Conduct effectiveness/efficiency reviews; oversees the computation of requirements for supplies Prepare/review submissions to obtain approval or funding; and acts as the central point of contact for the coordination of commodity support and the resolution of logistics problems. Manage federal and agency programs for the return and reutilization of medical supplies Supervise employees from separate but interrelated units. Makes recommendations for promotions, reassignments and awards. Develop position descriptions and performance standards; conducts semi-annual and annual performance reviews; assists subordinate staff with performance issues. Schedules and grant leave; monitors overtime usage. Resolve informal complaints and grievances; develops the ability of subordinate staff; develops individual development plans for professional growth and development; coordinates and integrates various technical units to ensure compliance. Conduct on the job training and in service training; and assesses training and educational needs and implements training programs. Perform other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/15/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: planning, coordinating and executing an inventory and commodity management program; establishing procedures, overseeing and reviewing physical inventories and supply reconciliations; conducting data/information analysis for acquisition planning; planning and reviewing supply/inventory processes, functions and related systems; and exercising supervisory responsibilities to include planning, assigning and evaluating work and resolving complaints. Subject-matter expertise in the operating storage, inventory points, and the related activities including, but not limited to, the actual physical receipt, chain of custody, and the maintenance while in storage, stock selection, issuing, distribution, control of items with the distribution system. Knowledge of clinical programs, administration in facility operations including manpower; technical trends; trends taking place in operations, such as patient load and program expansion. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond ???????a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Day-to-day management is difficult to administer as a substantial portion of property assets are located in geographically dispersed areas, CBOCs, and other agencies within the catchment area who do not report to the VHA. Logistics operations are housed in various buildings throughout the medical center as well as off-site locations. Changing Technology: Supply management processes and procedures vary constantly as technology is ever evolving in asset management, reporting, tracking, and utilization. Implementation of new technology requires extensive training and guidance of subordinate staff. Special Hazard and Safety Conditions: Supply management operations require special handling, storage, and spill containment procedures and training. Supervision in various work settings includes warehouses, stock rooms, oxygen bulk rooms, operation rooms, and other specialty areas throughout the Medical Center. Manage work around warehouse equipment, carts, or machines. The use of protective clothing or gear such as masks, gowns, safety shoes, goggles, hearing protection, and gloves is frequent. Observation of normal safety practices and observance of the fire regulations is required. Areas of work managed range from extremes of temperature, humidity, and ventilation-controlled areas to no environmental controls at all.
