THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a SECURITY SPECIALIST (TRAINING SPECIALIST)(TITLE 32), Position Description Number D2161000 and is part of the FL 125th FW, National Guard.

Duties

As a Security Specialist (Training Specialist), GS-0080-09, you will review all operations, mobility, contingency, and exercise plans to ensure combat readiness for the SF Squadron; analyze exercise and contingency plans to determine required SF actions in support of mission requirements; evaluate all equipment, manning and training requirements to meet wartime, contingency, deployment, and pre-planned tasking; coordinate with other base organizations on applicable plans; manage the development of plans for deployment, disaster preparedness, base recovery, contingency response, and other related plans; coordinate plans and annexes with SF supervisors; initiates changes, modifications, additions and deletions to personnel and equipment tasking and assignments through the SF Commander for approval; identify deficiencies develops, and implements plans for increasing mission readiness. Ensures the SF unit meets requirements for wartime capability and AEF requirements.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Security Clearance requirements are determined by position and/or MOS/AFSC compatibility.
  • Participation in direct deposit is mandatory.
  • May be required to successfully complete a probationary period.
  • Males born after 31 December 1959 must be registered for Selective Service.

Qualifications

AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency Category 3: All current military members of the Florida National Guard; and Category 4: All individuals who qualify for membership in the Florida National Guard and are willing to become T32 Dual Status technicians. First consideration will be given to Category 1. PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation. MILITARY GRADES: Enlisted, E5 - E6 TEMPORARY PROMOTION- For Title 32 selectees only: This is an obligated position (incumbent is on a military tour). If a permanent employee in the Title 32 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 32 position once incumbent returns from military duty. If the military tour member, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition. INDEFINITE APPOINTMENT-For Current Title 5 selectees only: This is an obligated position (incumbent is on a military tour). If an on-board individual employed in the Title 5 excepted civil service accepts this position, he/she will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition. INDEFINITE APPOINTMENT-State National Guard Members (Not Current T5 or T32 Onboard) This is an obligated position (incumbent is on a military tour), selectee will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment right to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition. GENERAL EXPERIENCE: Must have experience collecting and analyzing data effectively, efficiently, and accurately. Able to apply procedures and directives by reading and interpreting technical material. Ability to communicate clearly and effectively orally and in writing, using presentation and report formats. Demonstrated ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures. Learned ability to assess the surrounding environment to recognize immediate risk levels. Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career. SPECIALIZED EXPERIENCE: GS09 have at least one year experience at the GS-07 level in the normal line of progression through federal service or equivalent experience in the private or public sector. Experience in commonly used methods, procedures, regulations and other guides that relate to training programs within the applicable Security Forces career field; have the knowledge and skill to apply analytical and evaluative techniques to the identification, consideration, and resolution of program related issues and problems; developing, analyzing, and evaluating security training programs to meet mission requirements and improve the security-training program for the installation; defining problem areas and in application of conventional training program management principles and concepts; experience in the logistics plans and support functions that interrelate with the Security Forces work requirements.
