The Intermediate Care Technician has specialized training and skills in clinical and administrative support in a wide variety of patient care and related activities at the Veteran's Administration Central California Health Care System, Nursing Service in Fresno, California. This position performs ongoing patient care duties in the Emergency Department.
Duties
Major Duties include:
Performs ongoing patient care duties in the Emergency Department.
Providing assessment and management of ambulatory patients seen in the Emergency Department.
Assists Emergency Department Physicians with complex, specialized, and potentially life-threatening procedures such as defibrillation, cardioversions, insertion of chest drainage tubes, or initiation of mechanical ventilation to restore normal physiological function or prevent deterioration of patient's condition.
Dressing changes, wound management, suture removal, repair of simple lacerations, Foley catheters insertion, splint, binder and bandage applications, and performance of tracheotomy care.
Conducts or assists with the training of personnel in CPR, basic, and advanced emergency medical care techniques if appropriately trained and qualified.

Physical Requirements: The work involves extended periods of heavy moving and lifting of patients. Generally, the work requires recurring bending, lifting, stooping, stretching, and positioning of patients. On a regular and recurring basis, employee is exposed to infection and contagious diseases requiring the use of universal precautions. As part of the Rapid Response Team the incumbent may be exposed to all types of weather conditions, and face risks and discomforts at the scene of accidents, to include the possibility of noxious fumes and dangerous substances, requiring the employee to comply with special safety and health precautions and/or to use protective gear.

Individual Occupational Requirements:
Specialized Experience: Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled
GS-7 Minimum Qualifications:
GS-07 grade level: One year of specialized experience (equivalent to the GS-06 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: screenings and management of ambulatory patients seen in the Emergency Department; obtaining patient health history, chief complaints, medication history, and identification of health-related conditions that may impact the patient's health status; assists Physicians with procedures such as defibrillation, cardioversions, insertion of chest drainage tubes, or initiation of mechanical ventilation; dressing changes, wound management, suture removal, repair of simple lacerations, Foley catheters insertion, splint, binder and bandage applications, and performance of tracheotomy care; transporting patients.

Applicants may substitute education for the experience required for the GS-07 level. You must have successfully completed one full year of graduate education that is directly related to the work of this position. (TRANSCRIPT REQUIRED - must have Conferred date of degree for full credit. Education cannot be credited without documentation)

Applicants may also combine education and experience to qualify at the GS-07 level.
To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-07.
