You will serve as a CONSTRUCTION SCHEDULER in the NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND of NAVFAC NORTHWEST.

Duties

You will analyze project data to identify discrepancies impacting project completion (e.g., budget, schedules, tasks). You will advise contracting offices or contractors on the interpretation and application of contractual requirements or organizational policy and regulations. You will compose correspondence or other written work (e.g., financial or technical reports, research data) to defend modifications to previously approved plans.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Understanding of construction scheduling and techniques expert schedule. Understand construction scheduling techniques used by Industry as well as extensive practical experience with the development and successful application of such techniques to specific contracts and large-scale programs where contractors have requested equitable adjustments and claims in the millions of dollars; 2) Knowledge of construction management standards, policies, and network analysis system approaches; 3) Knowledge of computer applications such as word processing, spreadsheet, presentation, electronic mail, Internet, and database software is required. Understanding of computer-based programs including NAVFAC specific ones such as, but not limited to eContracts, eCMS and Primavera/Microsoft Project scheduling software; and 4) Ability to communicate both orally and in writing at a high level, and be able to work effectively with other government professionals (including Flag or SES level), client representatives of various backgrounds and experience bases, contractor management and labor personnel, and others as necessary. A 4-year Bachelor's degree is required, preferably in construction management, engineering, or architecture.
