Duties

WHAT IS THE Taxpayer Advocate Service (TAS) DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Taxpayer Advocate Service, Systemic Advocacy, Advocacy Efforts The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Represents the Taxpayer Advocate Service program for which they are responsible in the performance of a variety of top liaison assignments and contacts with representatives of other Government agencies and Internal Revenue Service (IRS) officials and industry associations. Serves as a liaison with Area Advocate staffs, operating divisions, and the Service's industry specialists. Ensures understanding and consideration of the Taxpayer Advocate policies and views. Actively assists in the implementation of the Taxpayer Advocate's administrative management and technical decisions and ensures accomplishment of the desired results. Advises on and oversees the general management of operations, including utilization of resources. Provides technical advice on the overall management of programs under the purview of the Taxpayer Advocate program for which they are assigned. Analyzes proposals directed to their assigned program for approval, design or review, and develops recommendations for consideration and action as well as alternate proposals. Performs independently, or provides leadership to ad-hoc groups, in the conduct of special studies, investigations, or projects. May participate in Area or National Office or industry association task forces. These studies may require contacts with and preparation and issuance of reports to high level Service officials or industry representatives. Takes a leadership role in the development of program plans, design and issuance of directives and instructions and the development of recommendations to improve the effectiveness of the entire organization for which they serve. Formulates or influences agency policy relating to their assigned organization. Negotiates on policy matters involving organization or operational areas. Work closely with other staff to conduct Operational Reviews of workgroups within Systemic Advocacy, including conducting interviews, analyzing data, documenting findings and preparing professional summary documents. Perform independently, or provides leadership to groups, in the conduct of special projects. Review, revise and update Internal Revenue Manual language with the use of Arbortext. Independently manage program assignments, including studying issues impacting programs, communicating those issues and developing/implementing effective resolutions and/or corrective measures. Performs a wide range of other duties assigned to administratively support Systemic Advocacy leadership.

Qualifications

One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: BASIC QUALIFICATION REQUIREMENTS: This is a duty assignment with no promotion potential, change to your current permanent position description of record, or post of duty. Your experience must demonstrate your technical expertise to plan and conduct formal classroom training on basic or advanced areas of tax law, procedures, policies, techniques, or other specialized fields unique to your position/occupation. SPECIALIZED EXPERIENCE: GS-14: To be eligible applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal Service. Examples of specialized experience includes: Applying a wide range of analytical and evaluative methods and techniques, qualitative and quantitative, sufficient to accomplish complex projects or studies broad in scope and impact. Applying a full range of Federal laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned project or study. Experience with on the job application of management principles and processes to perform project management duties and also to effectively coordinate and integrate project objectives and recommendations. Experience collaborating with others and maintaining effective professional relationships with all parties, communicating effectively both orally and in writing. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". You must meet the following special requirements: Employees must be a current employee ofthe agency.You must be able to demonstrate the level of knowledge necessary to carry out the responsibilities of this position and have a current performance appraisal rating of fully successful or above. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
