The incumbent is a supervisor of Blind Rehabilitation Services at the Minneapolis Veterans Affairs Healthcare System. Supervisory responsibility will include Blind Rehabilitation Services staff, as well as additional therapy staff as determined by program and department needs. Programs assigned to the incumbent may change as the needs of the department and programs grow. This is a full time position which includes up to 25% direct clinical care.

Major duties include, but are not limited to:
A. Clinical
Supervise and assign work to Blind Rehab staff and therapy staff as assigned in the delivery and/or support of treatment and education of patients/families.
Demonstrates ability to coordinate workflow and clinical activities as well as monitor data reports with the Blind Rehabilitation service to ensure optimal care.
Coordinates with other sections, services and specialty programs located within the PM&R service and REC ICC.
Consulting with staff physicians through patient presentations, attendance at ward rounds, clinics, and conferences.
Contributes to new program development and implementation of new programs which apply current research findings.
Participates and leads Blind Rehab staff meetings. Provides verbal and written communication and consultation amongst team members in order to guide and evaluate the work of all full performance Blind Rehab therapy staff assigned to the Blind Rehabilitation service.
Exhibit knowledge in Care in the Community (CITC) processes.
B. Education
Identifies continuing education and competency needs based on the performance of Blind Rehab and assigned therapy staff. Creates new staff competencies and complies with facility standards for 2 new competencies/year for staff.
Participates as an instructor in the facility's in-service clinical training including the validation of new competencies for staff.
Assists in the education of staff and assists in the development of educational programs to inpatient staff, trainees, and professional personnel.
Completes annual mandatory reviews and other education as directed by National Headquarters, VISN, Medical Center, REC ICC, and Department.
Provides leadership and coordination of national and local VA training for Blind Rehab and assigned therapy staff.
C. Administrative
Ability to effectively supervise, direct, and manage a diverse group of staff.
Demonstrates knowledge of human resources administration, including functions as the ability to interview, and select qualified applicants, monitor and evaluate performance, and maintain effective labor management relations within scope or responsibility.
Demonstrates skill in interpersonal relationships and conflict resolution.
Demonstrates ability to analyze clinically appropriate data effectively to optimize quality, performance, and productivity within the section.
Demonstrates ability to set priorities, delegate tasks, and solve problems in order to meet multiple deadlines and identify/address organizational problems.
Demonstrates ability to manage advocacy roles and planning activities within the VA and the greater community.
Leads High Reliability Organization (HRO) Tier 1 huddles and communicates appropriate information up the chain of command.
Assists in the coordination of EEO training to resolve conflict within various groups within the Blind Rehab and assigned therapy staff.
Performs a full range of supervisory duties that include interviewing candidates, recommending appointments, advancements and promotions for designated grade full performance Staff.
Collects and compiles appropriate data for statistical and narrative reports including Missed Opportunities, CUSS reports, EAARS and productivity.
Coordinates calls from MSA staff and other hospital personnel.
Represents Blind Rehab and assigned therapy staff in the development of policies and procedures, quality assurance monitors and related standards of care.
Attend educational and development meetings for PM&R service, and the Blind Rehab and assigned therapy staff.
Aware of and adheres to the department/service/facility's values, mission, rules, policies and procedures to ensure quality patient care.
Aware of safety concerns, regulations, policies and procedures, and employs appropriate safety practices.

Qualifications
BASIC REQUIREMENTS:
(a) Citizenship: Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.)
(b) Education and Experience: The individual must meet at least one of the requirements below:
Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a physical therapist.
Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a physical therapist.
Doctorate degree in physical therapy.
NOTE: Individuals must be a graduate of a Commission on Accreditation in Physical Therapy Education (CAPTE) accredited college or university. The CAPTE is the only accreditation agency recognized by the United States Department of Education (USDE) and the Council for Higher Education Accreditation (CHEA) to accredit entry-level physical therapy programs. Verification of accredited programs may be obtained from the American Physical Therapy Association (APTA) at www.apta.org.
(c) Licensure: Individuals must hold a full, current, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia. Non-licensed PTs, who otherwise meet the basic requirements in this standard, may be given a temporary appointment as a graduate PT at the GS-11 grade level under the authority of 38 U.S.C. 7405 (a)(1)(D) for a period not-to-exceed two years from the date of employment on the condition that such PT provide care only under the supervision of a PT who is licensed. Failure to obtain licensure during that period is justification for termination of the temporary appointment.
Grade Determinations:
GS- 13 Physical Therapist (Supervisory)
(a) Experience. In addition to meeting the basic requirements, one year of progressively complex experience equivalent to the GS-12 grade level. In addition, the candidate must demonstrate all the following KSAs.
(b) Demonstrated Knowledge, Skills, and Abilities
1. Knowledge of contemporary physical therapy across multiple areas of practice, and the demonstrated ability to apply this knowledge to provide clinical guidance to Staff PTs within the department.
2. Knowledge of human resources administration, including such functions as the ability to interview and select qualified applicants, monitor and evaluate performance, and maintain effective labor management relations within scope of responsibility.
3. Ability to effectively supervise, direct, and manage a diverse physical therapy staff.
4. Skill in forging positive interpersonal relationships and conflict resolution.
5. Ability to analyze clinically appropriate data effectively to optimize quality, performance, and productivity within the section.
6. Ability to set priorities, delegate tasks, and solve problems in order to meet multiple deadlines and identify/address organizational problems.
7. Ability to manage advocacy roles and planning activities within the VA and the greater rehabilitation community.

(c) Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety, and be performed by the incumbent at least 25% of the time. Supervisory PTs are responsible for the supervision, administrative management, and direction of the physical therapy program in a rehabilitation service or equivalent service-level department which consists of three or more PTs or other multi-discipline staff. The incumbent provides supervision of key clinical and training programs, including the overall technical oversight of the staff that He/she administratively supervise. Supervisors are responsible for the development and implementation of policies and procedures to address focused clinical needs and the overall services delivered and provided within the section. He/she demonstrates autonomy in performing supervisory responsibilities that include, but are not limited to, assigning work to employees, monitoring workload and clinical volume, reviewing work of employees to assure accuracy and validity of submissions, assuring adequate clinical staffing, imposing disciplinary measures, and monitoring clinical privileges. He/she is required to provide overall clinical supervision that assures the proper coordination and delivery of care within the section and the facility.
