***THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.*** This National Guard position is for a Safety Specialist, Position Description Number T5317000 and is part of the HQ 78TH AVN TRP CMD and is located in Marietta, Georgia. This is a full-time, Excepted Permanent, position which does not require Georgia National Guard Membership. Area of Consideration: Open to all on-board federal employees or technicians within the Georgia National Guard.

Duties

As a Safety Specialist, GS-0018-11, you will: Implement plans, policies and procedures to comply with DOD, DA, OSHA and NGB safety regulations and directives. Provide technical expertise to managers and supervisors in establishing techniques and procedures for the elimination or control of unsafe behaviors, environments and hazards. Plan and conduct periodic and unscheduled surveys and inspections of all ARNG facilities including ammunition storage, warehouse, and equipment maintenance facilities, to determine compliance with OSHA standards. Post notices of unsafe or unhealthy working conditions. Assign risk assessment codes, and prepare abatement plans and time frames of elimination of hazards. Observe work methods and recommend to supervisors/managers corrective measures to eliminate unsafe work practices. Serve as a technical representative to State Safety Councils and Committees. Evaluate the effectiveness of organizational safety programs through activity visits. Develop countermeasure programs to prevent or reduce accidents and hazardous conditions. Make assessments based on conformance with established ARNG policies and safety criteria, OSHA standards, and work requirements. Coordinate with operating activities to provide safety training, and ensure safety awareness throughout the ARNG. Plan, schedule, and conduct safety demonstrations, lectures, meetings and conferences. Prepare or assist supervisors in preparing materials for safety meetings. Ensure preparation of graphs, charts, and other informational materials pertaining to accident trends and other aspects of the safety programs. Maintain close liaison with federal, state, municipal, and private industry to obtain safety materials and to facilitate adaptation of industrial safety practices to military methods. May coordinate utilization of laboratories, equipment and safety training materials and/or facilities. Provide technical assistance in accident investigations. Participate in fatality investigations as a team member. Conduct comprehensive investigations in cases of fatal or multiple injury accidents to determine causes and procedures for eliminating a recurrence. Collect, review and ensure timely submission of all accident reports to the DA Safety Center and ARNG Safety Office. Code DA Form 285. Evaluate and analyze all pertinent accident data to isolate significant facts and trends (seasonal accidents, location of hazards, extent of injuries and property damage, etc.). Plan corrective actions and recommend specific measures to correct unfavorable accident trends. Prepare state safety standards for local implementation, write regulations and prepare safety articles for state publications. Prepare SOPs pertaining to safety for special military training exercises and coordinate training and appointment of unit or organizational safety personnel. Conduct preliminary reviews of engineering plans for alteration or construction of buildings, structures, maintenance areas, machines or roadways to ensure integration of accident prevention principles (proper lighting, machine guards, ventilation, positioning of ground support equipment, proper placement of safety signs, markings, etc.).Provide technical guidance and direction to personnel involved in hazardous operations. Observe work areas and practices where dangerous conditions or operations exist. Develop safety checklists and distribute such to assist activities in conducting internal safety reviews. Coordinate with and provide assistance in the material and Petroleum Activity and DOD Explosive Safety Board inspections. Coordinate hazardous material movement with the Department of Transportation (DOT). Investigate ARNG employee OSHA/Safety complaints with the Labor Relations Specialist or other HRO representatives. Classify seriousness of complaint and determines abatement process and time frame. Survey, inspect, certify, and recertify indoor/outdoor ranges. Process renewal request for nonstandard range waivers. Present safety budget requirements with justifications to superiors in support of the statewide ARNG safety program. May oversee the work of one or two employees performing safety functions and perform duties such as, providing on the job training; informing subordinates of agency polices and programs; and identifying developmental and training needs of employees and recommending formal training. Perform other duties as assigned.

  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license for the state in which they live or are principally employed.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. To qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Providing guidance, recommendations, and assistance to supervisors and employees regarding established safety methods and techniques. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Organizational Development, Human Resource Management or Business Administration (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated.
