The incumbent will serve as a local specialist on microcomputer hardware, software and applications programs for the Lawton Indian Hospital and assists in the support of Lawton Service Unit mainframe computer system and the local area network. The position reports to the Supervisory Information Technology Specialist of the Lawton Service Unit. Due to Ceiling Restrictions, Position is for Full Time Permanent Lawton Indian Hospital Employees Only.

Duties

Serves as a technical specialist on all automated systems. Provides solutions to customer requests for assistance by resolving hardware and software problems. Interacts with users to ensure proper operation of computer systems, hardware and software. Demonstrates processes and provides orientation for new users. Installs and maintains information technology equipment, network devices and cables as required.

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Eligible applicants must meet the requirements specified in the section titled Education or the requirements specified in the section titled Experience. Education: All academic degrees and coursework must be from accredited or pre-accredited institutions. Transcripts must be submitted with your application. Undergraduate or Graduate Education: All education and degrees must be in one of the following fields - computer science, engineering, information science, information systems management, mathematics, operations research statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: GS-07: One year of specialized experience equivalent to the GS-05 grade level which is defined as ability to communicate factual and procedural information clearly; gather and analyze basic facts to draw conclusions; general knowledge of a broad range of integrated health information systems such as Resource and Patient Management System (RPMS) and Electronic Health Record (EHR); basic knowledge of network configuration techniques, computer equipment, and system software to determine source of failures. OR One full year of graduate level education. One year of graduate education is 18 semester hours or 27 quarter hours of graduate education in a graduate program. OR Superior Academic Achievement (SAA). Superior Academic Achievement is based on (1) class standing - applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; (2) grade point average - applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; OR (3) honor society membership - election to membership in a national scholastic honor society. GS-09: One year of specialized experience equivalent to the GS-07 grade level which is defined as knowledge and ability to apply customer service and customer support principles and methods; knowledge and ability to install, configure, upgrade and troubleshoot any hardware and software components; present formal and informal training and assistance to customers; knowledge of CACHE, Windows operating systems to include server editions, Microsoft Office applications, Active Directory, Exchange, Mumps and other programming environments; knowledge of LAN/WAN (Local Area Network/Wide Area Network) standards and equipment sufficient to install, configure and troubleshoot LAN and WAN components such as routers, switches and servers. OR Master's degree or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree. Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Individuals must have IT-related experience demonstrating each of the four competencies listed below. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (this is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
