THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a GROUP SUPERINTENDENT, Position Description Number D2397000 and is part of the DE 166 Operation Support Squadron, National Guard.

Duties
1. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Advises on selection of candidates for vacancies, development opportunities, details, and reassignments; considers skills and qualifications, mission requirements, and Military Equal Opportunity (MEO) and diversity objectives. Applies MEO principles and requirements to all personnel management actions and decisions; and, ensures fair treatment of all personnel in a manner free of discrimination. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees accountable for satisfactory completion of work assignments. Appraises subordinate workers' performance ensuring consistency and equity in rating techniques. Periodically reviews position descriptions to ensure accuracy and the most effective utilization of personnel resources. Explains classification determinations to subordinate employees. Recommends awards when appropriate and approves within-grade increases. Mediates and resolves employee complaints and refers unresolved complaints to higher-level management. Initiates actions to correct performance or conduct problems.
2. Advises the group commander on assigned program areas of responsibility. Is a key enlisted leader who operates independently and is essential to mission effectiveness. Serves as the senior enlisted advisor to group leadership and provides support and assistance to the flight, squadron, division, and group. Develops procedures and guidelines to ensure that all airmen are trained, equipped, and provided with required logistical support to attain and maintain operational readiness to meet wartime taskings. Manages, reviews, and audits the Unit Manpower Document (UMD), prepares manpower change requests for the commander's approval; and, updates the Unit Personnel Management Roster (UPMR). Provides oversight on unit reenlistment and extension programs. Advises the group commander on enlisted roles regarding assigned program status, actual or potential problems, resources and changes that may impact mission effectiveness.
3. Advises, carries out, and monitors the Group Commander's organizational policies, programs, and standards applicable to the enlisted force. Advises and initiates recommendations in matters pertaining to all airmen. Manages, studies, analyzes, and oversees the administration, coordination, planning, development, and execution of programs within their respective group for all airmen. Places particular emphasis on readiness, morale, welfare, discipline, performance, training, assignment, reassignment, and utilization as they affect the service contributions of all airmen in the accomplishment of federal, state, and local missions. Ensures comprehensive individual and unit indoctrination specific to mission awareness, as well as, prevention and resolution of complex issues affecting all airmen.
4. Develops, participates, and provides guidance in planning, publicizing, and administering ANG enlisted awards, recognition and promotion programs. Provides guidance to flight, squadron, division, and group level personnel to assure proper dissemination, clarification, and administration of personnel policies. Coordinates with and advises the Group Commander on enlisted nominations for awards and assignment to key enlisted positions. Ensures prompt and appropriate recognition of all airmen. Establishes and monitors professional development of all airmen. Evaluates, oversees, and supports enlisted professional military education and professional development programs. Promotes welfare programs that provide all airmen guidance on qualifications, advancement, benefits, retirement, and provides commanders with recommendations to resolve problems.
5. Serves as the commanders representative at staff meetings and councils and when conducting tours through group areas. Makes frequent contact with all airmen to champion commanders' strategies. Promotes continuous process improvement and innovative efforts that improve cost, quality, or time. Participates in, monitors, and advises the Commander on compliance with Air Force Fitness Standards and disciplinary actions. Oversees the development of standard operating procedures (SOPs) and other guides that further the understanding among all airmen and provide dynamic motivation for efforts toward attainment of readiness. Ensures employers and all airmen are aware of their rights and obligations under the Uniformed Services Employment and Reemployment Rights Act (USERRA) and the Employer Support of the Guard and Reserve (ESGR).

Requirements
- NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.

Qualifications
MILITARY GRADES: E-8/SMSgt (Promotable to E-9/CMSgt) - E-9/CMSgt
COMPATIBILE MILITARY REQUIREMET: 9G100, Must have or be eligible to obtain AFSC in a timely manner not to exceed (NTE) 2 years.
SPECIALIZED EXPERIENCE: GS-0301-11, Group Superintendent Must have at least 24 months of work experiences in the Air National Guard personnel programs that involved working with traditional military, Title 32 Excepted Service Dual Status military technicians, and AGR programs. Must have at least have 12 months of career broadening supervisory experiences in leading, planning, and scheduling work in a manner that promoted smooth flow and even distribution of assigned work requirements. The applicant must have experiences that included guiding employees on military and/or civilian program tasks. Experienced in conducting employee performance evaluations; mentoring enlisted employees, and federal civilians; managing resources and budgets; and directing assigned work, or leading the employees on program tasks, inspections, exercises, deployments, and/or mobilizations. Experienced in effectively and efficiently planning and scheduling work. Experienced in leading personnel activities that included directing and assigning tasks and projects. Experienced in structuring assignments to create viable procedures that resulted in measured and improved task processes. Experienced in creating and implementing improvements in mentoring programs and strategies, executing training applications and career development that resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies. Experienced in working with the federal civilian equal employment and affirmative action guidelines; and, the Military Equal Opportunity (MEO) and diversity objectives. Skilled in performing and maintaining the Air Force Fitness Standards and disciplinary actions. Experienced in adaptive planning and execution from peacetime through mobilization, contingency operations and demobilization. Skilled in managing, analyzing, and overseeing the administrative functions of a unit. Experiences included work that involved measuring, or identifying, or correcting levels of readiness, morale, welfare, discipline, performance, training, assignment, reassignment, and/or utilization as they affected unit missions. Experienced in identifying and resolving complex issues affecting airmen. Must have experiences in how to execute performance plans and discuss expectations with unit employees. Skilled in developing performance goals in order to mentor, guide, and improve competencies. Knowledgeable of the Dual Status Title 32 Excepted Service Technician program; the Title 5 Excepted Service National Guard employment program; and, the Merit Systems Protection Board procedures. Skilled in validating the various unit position descriptions, used to employ the full-time Excepted Service work force, to validate their accuracy and direct correlation to the mission required work. Knowledgeable on the position descriptions' classification factors and experienced in writing performance factors from the position descriptions' directed work duties and responsibilities. Skilled in providing mediation between the employees to revolve complaints or concerns. Experienced in managing minor disciplinary measures such as, warnings and reprimands. Competent in writing, designing, formatting, publishing, and presenting specific programs to immediate supervisors, peers, and subordinates. Experienced in the performance management and productivity programs; and experiences included formulating process improvement plans, best practices, and performance techniques. Knowledgeable on labor union negotiations and agreements; and, skilled in completing accession planning and processing. Competent in directing position utilization; writing awards and recognition media; writing evaluations; and conducting and documenting performance reviews. Experienced in managing reenlistments, assignment and reassignment actions; directing education and training policy requirements; and, retraining procedures. Competent in managing the Group's sexual assault prevention and response program. Skilled and experienced in assessing program status, advising senior leaders and commanders. Skilled in career counseling and conducting educational and skill development programs. Skilled in identifying behavioral concerns, assessing culture and environmental concerns, and applying problem solving techniques. Skilled in translating program policies into directives, publications, and training manuals. Skilled in interpreting manpower, personnel, and equipment availability for deployments and readiness training exercises or real world mobilizations.
QUALITY OF EXPERIENCE: Quality factors that include education and competencies in managing and leading employees. The candidate's competencies are evaluated on the basis of duties performed and experiences or education completed. This qualification standard includes the mandatory criteria for award of and maintaining the position's military compatibility criteria: ANG, Unite of Assignment (one per Group); Rank - CMSgt (Only), and Reporting Identifier, 9G100. COMPATIBLE MILITARY QUALIFICATION REQUIREMENTS: The Dual Status Technician Group Superintendent Position's Reporting Identifier (RI), 9G100 Group Superintendent, was established by ANG Manpower as authorized requirements for each ANG Wing. Immediately upon selection and appointment, the Dual Status Technician is assigned to the applicable Group's compatible military CMSgt position and awarded the compatible military skill - Reporting identifier, 9G100, in accordance with the Air Force skill classification directives, statutes, and National Guard Bureau regulations. For continued employment, the selected dual status technician must obtain and maintain all compatible service specific military skill requirements in training and education.
