THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a Training Administrator, Position Description Number D2244000 and is part of the Joint Forces Headquarters- G3, National Guard.
This is a full-time, Excepted Permanent, dual status position which requires Georgia Army National Guard Membership.
Area of Consideration: Current members of the Georgia Army National Guard.
Duties
As a Training Administrator, GS-1712-11, you will:
Provide readiness training and pre and post-mobilization training to Soldiers. Coordinates with all other directorates and external agencies to develop and execute the State's Adjutant General's DLP goals, objectives and policies. Facilitates the transition from resident-based individual and collective training systems to greater reliance on distributed learning technologies and methodologies with the goal of providing local access to training events. Responsible for the planning, integrating and coordinating the efforts of all agencies and offices participating in or supporting National Guard programs and events.
Plan and coordinate DL training opportunities for the state's National Guard (NG) Soldiers. Conducts research and analyses to obtain vendors and internal sources of training to fulfill training needs. Develops and administers a training program to meet the distributed learning instructional and educational support needs of every Soldier in the state. Administers the payment of training providers. Schedules courses for individuals and groups. Notifies supervisors and participants of course dates and costs. Administers the course evaluation process. Serves as a liaison between vendors training providers and site administrators who oversee DL training and resolves program problems or issues. Coordinates the building of classroom facilities with other branches of the NGB or Army organizations. Analyzes, extracts and identifies significant DL trends and issues. Conducts studies, surveys and audits to evaluate the effectiveness of the state's DL program by comparing achieved results with established goals.
Provide guidance and coordinates technical and training support for site administrators. Coordinates program site preparation effort and activities with the Construction Facility Management Office (CFMO). Reviews site preparation estimates and coordinates site preparation with site points of contact (POC). Ensures site preparation work meets program standards. Maintains site preparation schedules. Coordinates with the United States Property & Fiscal Officer (USPFO), Grant Office Representative (GOR) or state comptroller to design, implement and monitor various inter-agency agreements for the DL program and ensure proper flow of program income through the DL Cooperative Agreement.
Aid in the development of training materials through the analysis of educational or instructional problems or questions. Resolves controversial or novel training program problems or issues. Establishes study and evaluation criteria and develops conclusions, reports and/or recommendations based on the analysis of reports from other training personnel, including on and offsite-training instructors. Identifies and prepares solutions to problems concerning issues associated with delivery of DL training.
Responsible for the planning, budgeting and delivery of the State's DL program. Provides ongoing assessment of training and education needs, as well as re-engineering and improvement of processes and procedures in the conduct delivery of DL training. Aids in the development and implementation of policies, standard operating procedures, and practices associated with the management of the state's DL training program. Advises the State DCSOPS and Unit Commanders on all aspects of DL capabilities to conduct required training. Manages and supports all DLP activities within the state to include familiarization with DL courseware, content and resources available to Soldiers for readiness training and PPMT. Facilitates DLP Master Cooperative Agreement (MCA) requirements. IAW with the instructions, roles and responsibilities of NGB regulations, coordinates with the state Program Manager, USPFO/Grants Officer (GO,) and GOR to facilitate and support: the submission of the annual modifications and prior fiscal year closeout; development and submission of annual DLP budget estimates and progress against spend plans; maintenance and execution of the site-rate worksheets for calculating allocable reimbursements and program income through the use of DLCs by non-Guard entities.
Coordinate the scheduling of state DL facilities with both branches of the NG. Confers with NGB, Joint Force Headquarters (State) and individual branches of the state's NG to identify and eliminate areas of duplicate training. Promotes discussion between the state's NG branches to elicit "best practice" ideas on ways to streamline the DL program and increase student throughput. Shares reporting/empirical data on DL facility utilization with NGB and State level Branch DL staffs. Provides oversight of DL Classroom (DLC) operations and maintenance. Supervises and trains DLC personnel. Operates the DL Classroom equipment to include the workstations, projector, multimedia control panel, VTC, Multiple Channel Unit (MCU) bridge, and secure VTC, as needed.

- NATIONAL GUARD MEMBERSHIP IS REQUIRED.
- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

GENERAL EXPERIENCE: Experience in a trade, craft, occupation or subject appropriate to the position to be filled. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education or training organizing and developing clear and meaningful written communications such as reports, studies and the ability to present ideas orally in a clear and convincing manner. Experience establishing and maintaining effective working relationships with individuals and institutions having different interests. Experience developing training course work or providing instruction in a training environment. Experience coordinating and acquiring training materials. Experience in the administration, supervision or development of training or instructional programs. Experience in evaluating and analyzing processes related to instruction and training programs. Experience which provided a thorough knowledge of the organizational structure and mission goals at the managerial level of position to be filled.
Education
Substitution of Education for Specialized Experience -High school graduate or the equivalent may be substituted for 3 months of specialized experience. Education in schools above the high school level may be substituted for experience on the basis of one academic year of study (i.e., 36 weeks of substantially full-time hours, or the equivalent) for the first 12 months of the required experience. For experience in excess of 24 months, education in schools above the high school level may be substituted at the rate of one academic year of education for six months of experience. Each 30 semester hours credited must have included at least 6 semester hours of courses which are directly related to the type of work of the position.
