Duties

The primary purpose of this position is To serve as a senior Air Force program analyst providing Air Force military rated aviator expertise ln developing and dissemination Pacific Air Force; (PACAF) theater strategy, and providing expert guidance and advice to PACA/CC and other senior leaders. Applying Air Force military rated aviator experience, analyzes, develops, implements, and evaluates theater strategy, detailed plans, goals, and objectives for long-range implementation of assigned major command program(s) Represents PACAF &13th Air Force with a variety of DOD organizations and outside agencies. Ensure that PACAF and 13th Air Force campaign and contingency plans comply with legal and regulatory requirements and meets customer needs.

  • This is a drug testing designate position. The incumbent is subject to random testing for drug use.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • This is a Mission Essential (ME) position.
  • This is a centrally managed position in Operations Career Field.

Qualifications

This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IA W, Do DI 3020-42, Defense Continuity Program. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343. SPECIALIZED EXPERIENCE: Per Assessment, applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes specialized experience equivalent to the GS-12 or above grade level in the Federal service which includes the ability to plan, organize, develop studies or projects and to negotiate effectively· with management to accept and implement recommendations, where the proposals involve substantial agency resources, require extensive changes in established concepts and procedures, or may be in conflict with previous programming actions. Comprehensive knowledge of the Federal, DOD, and agency planning, programming, and budgeting process (PPBS); and thorough knowledge of agency program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to plans, strategy, and programs. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance. Knowledge of the application of the Air Force rated aviator (e.g. pilot, navigator) expertise as it applies to assigned programs and weapons systems. Skill in designing and conducting comprehensive studies, and preparing solutions to especially broad, important military operational and contingency areas. Ability to communicate clearly, and with technical accuracy both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
