This position serves as a Lease Administration Specialist within the Activations Section of Engineering Service at the San Francisco VA Healthcare System. As a Lease Administration Specialist, incumbent will independently analyze, plan and execute complex facilities lease administration, analyzing operation and maintenance activities essential to the accomplishment of the employing unit's mission.

Duties

DUTIES OF POSITION WILL INCLUDE BUT NOT BE LIMITED TO: Analyze and evaluate agency functions and activates to independently determine appropriate changes or actions required and ensure the government receives the full contractual benefits under the terms of the lease. Serves as the primary point of contact with staff in SFV AHCS leased buildings regarding building management issues. Serves as a project manager for projects in lease spaces. Responds to all requests for repairs, changes to existing conditions and issues that arise for leased occupied space in a timely manner. Perform short term planning and implementation of building management though complex lease agreements. Coordinate procedures and methods relating to the space/building equipment maintenance including repair and replacement, building repairs and alterations, space requirements, energy utilization, safety and environmental issues, concessions and telecommunication alterations in direct support of community based outpatient clinics (CBOC) and other SFV AHCS leased spaces. Work Schedule: MONDAY THROUGH FRIDAY 08:00AM - 04:30PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/11/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge is applied in conducting lease transactions. The incumbent shall have knowledge of the project management life cycle process, federal laws and regulations relating to leasing, property management and sharing agreement procedures. Skill in preparing briefing texts and materials sufficient to conduct and present briefings to all levels of leadership, and other federal, state, and local agency officials, Expert knowledge of written and oral communication in order to develop detailed technical written documents in a clear, logical and concise manner for presentations to key VHA officials for a wide variety of audiences and purposes. Skilled in interpersonal communication in order to work effectively with all levels of staff to provide guidance and direction for agency communications efforts which reflect findings and recommendations related to project management activities and status. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. There may be some walking, bending, climbing associated with on-site inspections, involving prolonged standing, standing and some activity on rough and uneven surfaces. Work may also require exposure to hazardous materials or conditions which require the wearing of personal protective equipment.
