About the Position: The incumbent will perform administrative and analytical functions in the formulation, execution, review, and adjustment of military and Interagency and International Service Activities (IIS) programs.

Duties

Conduct program surveys, audits, and provides advisory service and help to management officials about complex programs. Maintain control of the operating budget for assigned programs. Forecast and estimates program requirements and prepares programmatic reports. Interpret data retrieved and communicates information to management. Prepare and assembles the internal control checklist for several program management activities. Provide oversight to the various programs managed to detect and eliminate real or perceived instances of fraud, waste, or abuse of government assets. Conduct reviews of budget submissions to ensure adequacy and accuracy of estimates and program schedules. Monitor, forecast, update, measure, and reports management indicators. Review and interpret new and established directives, instructions, regulations, statutes, and delegations of authority. Create Ad hoc queries and reports to obtain for research and analysis using advanced analytical tools such as Excel or SQL.

Specialized Experience: One year of specialized experience which includes: (1) Using established analytical techniques creating ad hoc queries and reports to research anomalies using advanced functions of analytical and data extraction tools such as Excel and SQL. (2) Serving as liaison between technical and financial managers presenting information in easily understood manner to explain variance explanations and corrective recommendations. AND (3) Applying fiscal laws and regulations, in combination with basic principles of finance and accounting, and translating into practical applications and improvements to specific processes, programs and projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Finance, Business Management, or Accounting. (Note you must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationFinancial AnalysisFinancial ManagementPrinciples of Finance Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
