The position is located in the Acquisition Department under the Division of Administrative Services at the Crownpoint Service Unit, which provides healthcare services to a remote and sparsely populated area in the Eastern Navajo Nation. The purpose of the position is to provide advice, guidance, and assistance in contract personnel management and quality assurance matters, to obtain appropriate contracted services, and to plan, develop, and implement quality assurance surveillance programs.
Duties
Performs all aspects of the contracting function from procurement planning assistance with program personnel through recommendation of award to administration of the contract and through final close-out using the system.
Develops plans, which include the development of the acquisition plan, market research, independent government estimate, performance work statement, statement of objectives, statement of work and other data requirements.
Performs cost analysis, makes competitive range determinations, and develops a pre-negotiation position.
Investigates the adequacy and soundness of the firm's credit and financial position, using financial statements, commercial credit reports, cash flow and guaranteed loans to established the contractor's financial capability to successfully perform the contract requirements.
Drafts final contracts including specifications, packing and shipping requirements, inspections, instructions and all of the special or standard clauses.
Monitors Service unit Acquisition Plan and assists other procurement personnel in the securing of planned. Request for Contracts by issuance of written monthly reminders for RFC initiators.
Performs detailed analysis of bids or proposals which includes insuring compliance with specifications or advertised procurement and preparing all required documentation to support recommendation of award. On negotiated procurement, contacts individual bidders to negotiate prices, delivery and performance specifications or similar matters.
Analyzes work requirements and plans both short and long range methods for satisfying varying workload levels, priorities and other service unit objectives. Determines manpower and other resources necessary to accomplish routine tasks and special projects.
Plans work assignments, sets and adjusts short term priorities, and prepares schedules for completion of work; approves/disapproves leave. Assigns work based on priorities, selective consideration of the difficulty and requirements of assignments, and capabilities of employees.
Develops performance standards consistent with guidelines, strategic plan nd Federal regulations Evaluates work performance of subordinates.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC REQUIREMENT(S) for GS-5 through GS-12:
A 4-year course of study leading to a bachelor's degree with a major in any field;
-OR-
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
GS-12: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: reviews the request for procurement and communicates with program personnel to assure all information is clearly set forth in the request; prepares solicitation documents which incorporate required Federal Acquisition Regulations and HHS policies and provisions; plans and conducts negotiates on price, technical requirements, and terms/conditions of the contract; maintains up-to-update status of deliverables, invoices, and other activities under the contract; prepares final decisions within delegated authority on disputes and claims from contract(s); debriefing unsuccessful bidders.
Selective Placement Factor GS-12: must have a current Federal Acquisition Certification in Contracting (FAC-C) Level II or the single-level FAC-C Professional certification.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
