The CDCE/Voluntary Service is organizationally aligned under VHA. The incumbent serves as the CDCE/Voluntary Service Assistant of the facility's CDCE/Voluntary Service office reporting directly to the CDCE/Voluntary Service Officer/Chief. The incumbent is responsible for providing CDCE/Voluntary Service program management and overall program operations support.

The CDCE/Voluntary Service Assistant for the Center for Development and Civic Engagement CDCE/Voluntary Service is responsible for providing support to the facility's CDCE/Voluntary Service operations as the first point of contact for potential volunteers, patients, visitors, service organizations, corporate and community leaders, donors, and other internal and external stakeholders. The incumbent must exhibit a high degree of tact, diplomacy, and courtesy with every interpersonal interaction daily. The incumbent communicates and coordinates on behalf of the CDCE/Voluntary Service Officer with services across the health care system, agency representatives (including VHA, VBA, and NCA), and community officials regarding programs, events, and activities. The incumbent maintains relationships with members of the local advisory committees, Veterans Service Organizations (VSO), and other local, corporate, or nonprofit entities within the catchment area to foster positive customer service experiences/partnerships.
The incumbent serves as the Records Control, Suspense Control, and Report Control officer for CDCE/Voluntary Service. This includes maintaining many physical and/or electronic records for reports due monthly, quarterly, annually, and ad hoc. The incumbent assists in the preparation, collaboration process, correction, and update to service policies while tracking expirations and required coordination across facility services.
The CDCE/Voluntary Service Assistant has secure access to the personnel files, donation storage, and other secure areas maintained by the CDCE/Voluntary Service Officer and is responsible for maintaining accountability and inventory of all items.
The incumbent assists the CDCE/Voluntary Service Officer in position management to project staffing needs, entering actions by Human Resources and employment decisions into HR Smart, USA Staffing, and any other relevant position management portals as determined by local, VISN, or national protocols.
Responsible for clerical functions associated with the CDCE/Voluntary Service program management which includes, but not limited to-database development and management, processing and acknowledgment of gifts and donations, ordering of supplies, purchase card management, maintenance of office records and files, distribution of in-house and electronic mail, timekeeping, and travel arrangements. The incumbent is also responsible for CDCE/Voluntary Service ADPAC duties.
The Voluntary Service Assistant performs a full range of administrative duties in support of the program, including a variety of duties with assigned or self-initiated priorities. Assists the CDCE/Voluntary Service Officer/Chief and staff in the development of new areas for volunteer support, as well as assists in developing recruitment materials, orientation guides, training guides, handbooks, correspondence, etc. Responsible for written correspondence (writing letters and reports). Retrieves and provides input for reoccurring reports. Compiles data for monthly, quarterly, and annual reports. Information is presented to the CDCE/Voluntary Service Officer for final review and reporting. Assembles and summarizes information for other special projects and reports as needed.
Generates reports from automated information systems, including temporary receipts for donations, acknowledgements, compliance reports, and purchase card compliance documents.
The incumbent is responsible for receiving, processing, and tracking gifts and donations including accurate entry into the Voluntary Service System or subsequent electronic donation database programs. The incumbent coordinates acceptance and distribution of gifts-in-kind in accordance with donor intent to maximize benefit to inpatients and members.
The incumbent coordinates requests and purchases of office operating supplies, generates reports from automated information systems, and completes other administrative tasks essential to the effective and efficient operation of the CDCE/Voluntary Service Office.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performs work involving the collection, compilation, and/or tracking of data and statistical information in support of the assigned program(s)'s operation; Performs as primary and/or backup timekeeper; Performs a basic analysis of the data and generates a variety of reports e.g. equipment outcomes, performance data, and other productivity measures; Evaluates documents, e.g., consults, applications, and other data collection forms; Schedules and arranges meetings, maintains and distributes meeting agendas, records and distributes meeting minutes.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The physical demands of the position involve standard office requirements such as using the telephone, working with written documents and files, writing, etc. Some walking, standing, bending, carrying of light items such as books, files,papers, etc., and pushing of carts may be involved. Considerable walking between various buildings of the facility is required and occasional off-station activities may be required.
