You will serve as a Deputy Equal Employment Opportunity Officer in the Equal Employment Opportunity (EEO), Diversity and Inclusion Division, Corporate Operations Department, Naval Surface Warfare Center Crane of Naval Sea Systems Command (NAVSEA).
Duties
You will be responsible for planning, organizing and directing an equal employment opportunity program to meet regulatory requirements, command goals and expectations.
You will be responsible for developing and monitoring plans related to the implementation of EEO programs or projects.
You will be responsible for effectively and efficiently administering the EEO, Alternative Dispute Resolution (ADR) and complaint process.
You will be responsible for assisting in the designing and administering programs to improve the utilization of minority groups and women, to ensure equal opportunity and treatment of all employees.
You will be responsible for the EEO counselor process.
You will be responsible for complying with time frames, counseling employees who may wish to initiate an informal EEO complaint to determine if the complaint or problem is an EEO matter or not and advises on various courses of action available.
You will be responsible for attempting to informally resolve EEO problems.
You will be responsible for preparing counselor’s report and maintain required records and documentation.
You will be responsible for applying current federal law, regulation, discrimination principles and elements of proof and relevant case law and administrative decisions.
You will be responsible for recognizing, identifying and solving allegations of discrimination to develop technical recommendations in attempting to resolve discrimination cases.
You will be responsible for planning, initiating and/or conducting EEO program studies or evaluations.
You will be responsible for developing, analyzing and reviewing EEO policies, procedures and guidelines.
You will be responsible for making well supported and data-driven recommendations to senior management on the need for changes in existing policies.
You will be responsible for developing EEO training for supervisors and employees and provide training to various employee and supervisory groups as required.
You will be responsible for providing leadership and oversight of work execution by assigning work and coordinating efforts of other team members.
You will be responsible for establishing guidelines and performance expectations for staff members; providing feedback and regularly evaluating employee performance.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level or pay band (NT-04) in the federal service or equivalent experience in the private or public sector executing and evaluating a civilian federal equal employment opportunity (EEO) program to include advising on the application of equal employment opportunity (EEO) program requirements and developing strategic initiatives and recommendations for senior leaders..
